Route 138 Update: VHB: Tim Mclntosh, Mike Trotta, Superintendent of Public
Works Lisa Grega, Assistant Engineer:

Tim Mclntosh explained that VHB has prepared a proposal to prepare plans,
MassHighway Access permit and environmental permits to implement various
improvements along Route 138. VHB will also provide the bidding assistance and
construction services. Mr. Mclntosh explained that it would be provided in a five phase
process (see attached VHB correspondence dated 07-22-05 attached hereto and therefore
made a part hereof).

Mr. Mclntosh noted with the ongoing NSTAR construction on Route 138, this might be a
good time to take advantage of Mass Highway's involvement to see if funding could be
used to resurface this area from Route 128 through to the Stoughton line. He noted that at
this time Mass Highway and NSTAR involvement might benefit the Town's interest in
repaving this area.

Mrs. Elkort commented on the Route 138 intersection area and the status thereof. It was
noted that the design of this was 90% done. It was noted that this had been pushed off
from June to September at this point.

Mr. Friel noted that construction would not start until March in this area. He noted that
the funding is there as well as the commitment.

Mrs. Elkort asked that if the area of Route 138 to the Stoughton Town Line were to be
done at this time, would we be able to get a good overlay at this time. Mr. Mclntosh
replied that grinding and resurfacing could be done in the Fall. Lisa Grega noted that
historically this area has been kept up.
