ROGER NICHOLAS, TOWN PLANNER UPDATE

The Town has submitted again to the State, a Housing Action Plan, and is confident
that it will be approved. He went on to explain that there are two ways to meet the
10%. This will provide 61 units a year.
Roger met today with a landscape expert, Christine Scypinski, LA, of The Waterfield
Design, that will work on the Downtown Streetscape. They are doing the landscaping
portion of the project. She expects to have a concept in hand by next month, and then
have some kind of coordination meeting. Town Engineer, Dan Donahue is going to
start setting up meetings when appropriate, on getting suggestions on working out the
process and implementation.

Plymouth Rubber District Article: Article 10- will be withdrawn by the Board of
Selectmen at the Special Town Meeting. The Chair recommended that a design
composition be part of the strategy of the P.B. article. The discussion was that the P.B.
won't overlay any parcel at this time for Plymouth Rubber article until the Spring.

 1. SITE PLAN -25 SHAWMUT ROAD-DISCUSSION-TOM SALAH-SUZANNE
 MATTHEWS, ESQ.

There has not been a review done yet, but will share with the Board, a fact sheet about
this project done by their Engineer, Glossa Engineering, Inc. It is a 51,000 s.f
commercial, three store building. One minor issue
Would be with the Conservation Commission, that is with the parking lot within the 35'
buffer zone, and vegetated wetlands. She brought with her tonight the Landscape Plan
and the Lighting plan. John Glossa of Glossa Enginering's letter was received tonight
also. It is a vacant lot that has been cleared. It was announced by Mr. Miller that Mr.
Houston has received the engineering review proposal. They go before the Zoning
Board on November 3rd. Mr. Miller asked how and why another building was needed
there instead of using vacant land elsewhere. Mr. Salah has a client for this building.
Mr. Pineo noticed that over the years, plows have kicked over the concrete exposing
the reinforcing rods. He asked if there was some way Mr. Salah could address that.
Shawmut Street is owned by Canton. The inverts were questioned by Mr. Jenkins.

This is continued to November 2, 2005.

 2. SITE PLAN-5 FULTON STREET-PROPOSED GARAGE-CHET
 LAWSON/PAUL SCHNEIDERS, ESQ. DISCUSSION

Attorney Paul Schneiders spoke about the proposed garage for a construction business
for his client Chet Lawson. This project has new plans from a new Engineering firm,
Toomey-Munson Assoc. This will be before the Zoning Board on December 3rd. It is a
10,500 s.f building to accommodate 12 employees, putting in 27 actual parking spaces,
15 potential parking, and it is in the Groundwater Protection District. Paul Brodmerkle,
the Engineer spoke briefly, on the improvements. The site is beside the "Lamb"
business. They do new construction, remodeling, and John's company does
excavation, blasting, and drilling.
Equipment will be stored inside the building, except the blasting equipment. Preferably,
the blasting equipment will be taken off the site. A stormceptor will be used. There is
no evidence that a 21E has been done. It should be submitted. The turning radius for
a tractor trailer was discussed in detail.

The 18" pipe in the utility easement- the question was asked, how it handled the rain.
Mr. Brodmerkle commented that the drainage is going to be all collected throughout the
sides of the rear yard in the catch basins and out into the stormceptor and into a
detention recharge device. The overflow will be routed into a four-bay area where it will
collect to a certain elevation that will allow it to discharge into a existing drain manhole
at the rear and then out into Jackson Street. Some recharge will occur. They will
comply will the Town's standards for sediment and erosion control.

Atty. Schneiders addressed the matter of Mr. Houston's review. His client would like to
re-engage Mr. Houston to finish this site review process. Mr. Houston stated that items
that are critical and need to be responded to are the report of the licensed site
professional, and the planting plan, an electrical plan, comments from the Police and
Fire Departments, details of the new mechanical equipment, particular the acoustical
properties, and letters from the Fire Protection Depts. A architectural rendering may
be important to the residents.

Mr. Miller had a concern on the underground detention and if it was deep enough. Mr.
Brodmerkle will take a second look at that. Also, no vehicles will be repaired there.
Mr. Pineo spoke about the border and buffer area.
Mr. Houston feels that Toomey Munson favorably addressed the issues.
The Board would like to have a site visit. They have scheduled Saturday, 9:00 A.M. on
site, October 22, 2005.

Mr. Capassano, a neighbor, was here and spoke about the runoff onto his property
from this property. He wanted a nice building there, not a junk yard. He asked if this
was going to make his property a swimming pool. Mr. Schneiders spoke to him and will
speak to him on his concerns.

 2. PRELIMINARY SUBDIVISION DISCUSSION: 363 CHAPMAN STREET-
 PAUL FELDMAN/
PAUL SCHNEIDERS, ESQ. (due Nov. 19, 2005)

Source page 3

This is a proposed three lot subdivision on a three acre lot on Chapman Street. Mr.
Schneiders represents the client, Paul Feldman of Quincy. All lots show the required
frontage. The existing house there will be raized. It is Res. A, 30,000 s.f. lots. There
would be a lot of open space. There will be a pump station.

Abutter: Larry Chelmow of 399 Chapman St. is concerned about any possible drainage
issues. That would be addressed at the Definitive stage. Concerned about the traffic
in getting out of there.

Bill Day, Chapman St.- would like a wall between his property and stockade fence after
the garage. Maybe upgrading the sidewalk.

Mr. Pineo explained how the Board is very sensitive to providing as much buffer, and
taking a look at the site, predevelopment, and identifying which trees should stay. A
plan should be made on which trees remain and which will be removed.
The P.B. is drafting a homeowners document for the detention structure area.

The lot closest the railroad might require more site grading.

Tom will give written on the Preliminary Subdivision.

DISCUSSION:
ARTICLE 12- REVITALIZATION C

Upon a motion made by Mr. Comeau and seconded by Mr. Miller, the Board voted 4-0
to open the Public Hearing for discussion, on Article 12. This new section of the
CCEOD came about due to the rezoning of the Plymouth Rubber area through the
series of workshops. The P.B., after two workshops, came up with an Article in
harmony with the Master Plan. Subsequent to that, the B.O.S. have withdrawn their
article on Plymouth Rubber. The sale at auction is Friday. Mr. Pineo went on to state
that they are not willing to withdraw their article completely. They will move forward
with the creation of Revitalization C but not particularly overlaying any parcel of
property at this time. It signals an intent, and revisiting it at the ATM and minor
changing before the ATM. He recommends removing language that identifies a
particular area.

Mr. Jenkins feels we should table the whole article; everyone knows that this article
was made for that property. He will not use Mrs. Hayes absence to cast a vote tonight.
Mr. Comeau waited to hear more discussion on the subject matter. Mr. Jenkins
continued to say that we could drive up the sale of the property. Mr. Pineo did not
agree, nor did Mr. Miller.
Upon a motion made by Mr. Miller and seconded by Mr. Comeau to close the Public
Hearing, the Board voted 4-0 in favor.
Upon a motion made by Mr. Miller and seconded by Comeau, the Board voted 4-0 to
defer the motion to Monday night April 24, 2005 at 6:30 P.M. prior to STM when the full
Board would be available to vote.

Post the 6:30 P.M. Cafeteria meeting prior to STM.

Overlook Road- any complaint calls will be take by Mr. Jenkins.

Winchester Rd. and Stratford Rd. Update: Mr. Houston reported that he met with Mr.
Flanagan on site and have the areas marked out. Curbing will arrive next week. He
reviewed the driveways again. Three of the four driveways will be cut at the ends. He
reports that they are moving along at a good pace.

Upon a motion made by Mr. Miller and seconded by Mr. Comeau, the Board voted 4-0 in
favor of adjourning at 9:30 P.M. Voted 4-0 in favoar.
