FINAL REPORT ON PEQUIT VIEW AND PEQUIT VILLAGE -CHP. 40-B APPLICATIONS

The Board had on hand a draft motion for Pequit Village located on Turnpike Street near the Stoughton line.
Discussion on Pequit Village from Mr. Pineo and Mr. Miller continued on the play area and fields. John
Rhoads, the project engineer spoke on the proposed fields adjacent to this property. His client, was in
agreement for providing the maintenance to the fields. It could be incorporated in the final motion. It was
asked how many units of one, two and three bedrooms are you proposing. Mr. Rhoads commented that there
are 126 two bedrooms, 12 one bedrooms, and 58 units in one building. Mr. Merrigan thought that they should
make the road more of an access road, eliminate some of the parking, by reducing Building 4 or eliminating it,
this would open more green space. That way the Town would have better access to their fields without
worrying about people backing out. Building 4 has 24 units as proposed. Mr. Rhoads was asked if they had
any response to the Board considering 55 and over units. He will bring this back to the applicant. It will be
discussed at the Zoning Board of Appeals. The Board would like to send to the Zoning Board several more
conditions, reducing the parking, adding the green space, and making a play area in the area where Building 4
was. Mr. Jenkins asked if they would be required to keep units open for ever on the 55 and over units. Would
it be done by deed or just preference. That would amount to 11 ~ units.
Upon a motion made by Mr. Comeau and seconded by Mr. Miller, the Board voted to recommend to the
Zoning Board of Appeals the draft motion dated May 16, 2003 with the additional items and all these
conditions and affordability remain in perpetuity:
· Building 4 be eliminated, reducing the amount of units down to 114
· That additional open space, in place of Building 4, be added with a recreational playground
· That the access road going to the fields is more clearly delineated and the parking spaces along
that road are eliminated
· The $250,000. Proposed, we recommend that the applicant use those funds to construct two
regulations size soccer fields or other fields, as the Zoning Board sees fit, to construct, layout,
do all engineering work at their own expense, and set up a maintenance fund to take care of those
fields.
