ANR PLAN-JOHN O'CONNOR-39 FULLER STREET-PAUL SCHNEIDERS, ESQ.

Mr. and Mrs. O'Connor were present tonight and before the Board about the development of Chase S1.. The
Board asked with the ANR plan, that they have a vital access way. So they have accomplished that, with the
exception of the top pavement. Mr. Houston of E & K is happy with quality of construction. He feels that it
looks acceptable. The Acting Chairman brought up to the Board, that the owner of the property to be
developed and sold, gave a letter to this Board to that fact. Mr. Pineo would like a line on the ANR form for
the owner, if different than the applicant, to sign. Perhaps at the next workshop this could be addressed.
Upon a motion made by Mr. Comeau and seconded by Mr. Miller to endorse the ANR dated June 10,
2003, discussion was made on the top course of the paving, which will occur after construction, a
bond was set for $3,000 to go into escrow., for the length of the roadway. Voted 3-0 in favor.

GENERAL BUSINESS:

A motion was made by Mr. Comeau to have a letter sent to the Board of Selectmen asking them to
come before the Planning Board for a Scenic Road Hearing, concerning Pleasant St. and Washington
St. intersection. Mr. Pineo feels that until there is a formal action by the Board of Selectmen on this project,
we should wait. Mr. Miller does not want to wait until the next meeting. Another motion was made by Mr.
Miller that given a positive vote by the Board of Selectmen on the Pleasant St. and Washington St. that we
then send a letter to request a formal Scenic Road hearing. Mr. Pineo feels that we do not need to vote yet,
but can wait to see what the decision is on the Selectmen, and then send a letter, or a interoffice memo.

ANR PLAN-LOUIS/CATHERINE DADASIS-10 BROOKSIDE ROAD-SCOTT CAMERON

Mr. Cameron indicated that they wish to subdivide an existing parcel into one buildable lot and one non-
buildable lot. He has the required frontage on all lots and the build factors are less than 23.
Upon a motion made by Mr. Comeau and seconded by Mr. Miller, the Board voted to endorse the ANR
plan dated 7/23/03. Voted 3-0 in favor.

ANR PLAN-PAUL ROEIDAVID PEAVEY -22 LEONARD ST./P. SCHNEIDERS, ESQ.

Basically this is a very oversized lot, a Res. C Zone. They are subdividing 13,000. And 10,000. It has frontage
of 75'. Mr. Houston has looked at this plan, with two concerns: They have a building width variance from ZBA,
and also Mr. Houston is not sure that this would be interpreted as a rear yard. Mr. Schneiders explajned that
there has never been a definition on how to determine rear.
Upon a motion made by Mr. Jenkins and seconded by Mr. Comeau, the Board voted favorably to
endorse a plan dated 4/25/03 on Leonard Street. Voted 4-0 in favor.

7:35 P.M.

ANR PLAN -BANK OF CANTON-TURNPIKE ST.-TOOMEY-MUNSON/P. SCHNEIDERS,
ESQ.

Mr. Schneiders explained that this was the Merkert building, and six years they added a new building there, yet
it is empty. Bank of Canton is now involved, trying to do something with the site, and now is planning dividing it
in half, selling one half for administrative offices, and using the other half.
Upon a motion made by Mr. Jenkins and seconded by Mr. Comeau, the Board voted to endorse plan of
land dated 8/1103 for Lot 35, 34 Turnpike St. but to have two signatures and hold off until clarification of
Lot 34 shown on the plan. Voted 4-0 in favor. Mr. Schneiders will have the plan changed.

7:45 P.M.

ANR PLAN-10 BEAVER BROOK ROAD-VIVIAN SYKES/LISA SAYED

Ms. Sayed indicated that her mother, Vivian Sykes will convey 10' of and to her from 1068 so that she can
erect a 10' x 20' addition to her house. The only question raised is that it is not clearly conveyed because of
the dotted line. The dotted line needs to be taken out.
Upon a motion made by Mr. Jenkins and seconded by Mr. Comeau, the Board endorsed the plan of
land holding off on signatures as soon as the dotted line is removed. Voted: 4-0 in favor.

7:55 P.M.

SITE PLAN-72 JACKSON ST. CONTINUED-B. FEMINOIDICK STAITIIESQ.

Ken Lania, engineer for the applicant, spoke on the plan. A neighborhood meeting was held at Nick's
Restaurant. Mr. Pineo and Mr. Comeau attended the meeting. They were advised to come up with some sort
of language of transplanting of existing trees on the site. They have provided that on the landscape plan.
Mr. Pineo apprised the audience that at the last meeting the Board requested a formal neighborhood meeting.
The two main issues were the rear yard setback at 25'. The applicant indicated a willingness to increase that
to 35' similar to the adjacent property, that it was doable. Another was the landscaping plan. It is not specific
enough. Mr. Lania indicated his landscaper is working on a maintenance plan which could include this
request. Mr. Miller would seek a cataloging of existing trees and numbers of trees and what is going to be
saved and the areas where they are. This should be on a plan. Mr. Lania is willing to save trees. Tom
Houston spoke on the landscape.

Mr. Miller has issues with the storm water management. There is nothing that stipulates that the next owner of
this building or lot needs to that operation management program. This could be a condition of the site plan
recommendation. Mr. Jenkins feels that on number 8, a statement be part of the recommendation.

Upon a motion made by Mr. Comeau and seconded by Mr. Miller, the Board voted to approve the draft
motion as amended and presented dated 8/12/03 by a vote of 4-0 in favor. See attached
recommendation letter.
