TOWN OF CANTON PLANNING BOARD MINUTES OF MEETING WILLIAMS ESTATE 92 PLEASANT ST. WEDNESDAY SEPTEMBER 3, 2003 Members present: David Merrigan, Chairman., Peter Pineo, Vice Chairman, Jeremy Comeau, Clerk, Dean Miller and George Jenkins. Suzanne Feigen, secretary. CITIZENS SPEAK No one wishes to speak. 7:00 P.M. ROGER NICHOLAS, TOWN PLANNER WITH FRANK KEEFE Master Plan- Roger handed some of the issues that Master Plan Steering Committee has. He suggests that a meeting between this Board and the Steering Committee be held to go over the issues. They are going into the project phase of the master plan and have a specific project. "Where do we stand on this before we have the consultant go into it. " Roger will re-work the housing study. He spoke about the fact that we have 80+ Brownfields in Canton. That could be used for sites to be included for Chp. 40-B. No other Town has used Brownfields. Frank Keefe spoke on the Public Meeting to be held on the 17th at Town Hall at 7:00 P.M. for the Master Plan. A few ads will be run. He would like a meeting of the M.P.S.C. and Planning Board on the housing strategy. The building vacancies list, included in their packets, was discussed. He discussed the former Industrial Development Commission that disappeared. He would like to see that commission reappear. He discussed Rte. 138 and limiting the curb cuts. Strip zoning is also present there. He feels that we need the East-West Road. If we ever have a fire station on Rte. 138, we will need access through this corridor. A regional fire station on York Street is also a thought. He talked about regionalizing a fire station on Stoughton/Canton line. It means two separate staffs in one fire station and sharing the cost, and increasing the access, but decreasing the fire insurance. The two past and present fire chiefs have been talked to about this. The Chairman feels that with the listed presented tonight, it looks like many meetings. He mentioned a public meeting on Sept. 23rd at the Showcase Cinema on the Rte. 128 add a lane. He is looking for any communication from the Planning Board on the listed items. The Chairman has asked Roger to make the housing element a priority. Mr. Keefe mentioned accessory apartments and using that number in our housing element. Roger is meeting tomorrow with the State on Rte. 138 on the corridor study and the intersections. Next week he will meet with the regional group on Rte. 128/1-95 interchange. His understanding is that the EIR will be done by the contractor not by the State on the Design-Build. The good news is that the Add-a-Iane is going ahead. 7: 15 P.M. GREENLODGE GARDENS SUBDIVISION-2224 WASHINGTON STREET-P. CONSIDINE CONTINUED Mr. Pineo recused himself from this hearing. Mr. Houston stated for the record that he has been working with CEC to finalize the changes in the project. He received the final plan at noon time today. The issues have been resolved, with a few minor corrections. Fine grading of the access road is needed, between the lower cul-de-sac and the detention basin. All engineering issues have been addressed by CEC. The waivers are listed. Lots 11 and 12 will be added to the waivers because of their 150' distance. The leveling area uphill of the intersection, Road B, has a vertical curb, that the 3% is not provided on the uphill side. That would be a waiver. The traffic study was used for the original 40-B application to this property, which is adequate. Mr. Bouffard, CE C Surveyors, indicated that the tot lot is located adjacent to the detention pond with a walkway around the pond; to the rear of #8. They have an Order of Conditions from the Conservation Commission. The detention pond is for a 100 yr. storm. Fencing the pond was agreed to. The Board asked to look at the landscaping plan at Ponkapoag Way side and on the northerly side. Mr. Bouffard stated that they plan to keep the trees and add some also. The residence also took a look at the plan. 1
