TOWN OF CANTON PLANNING BOARD MINUTES OF MEETING WILLIAMS ESTATE 92 PLEASANT ST. WEDNESDAY SEPTEMBER 16, 2003 Members present: David Merrigan, Chairman., Peter Pineo, Vice Chairman, Jeremy Comeau, Clerk, Dean Miller and George Jenkins. Suzanne Feigen, secretary. CITIZENS SPEAK No one wishes to speak. 7:00 P.M. TOWN PLANNER UPDATE Roger spoke about the Master Plan Housing Strategy and the draft he handed out tonight. He would like the Board to look it over. The second part of the document was for an Amnesty Program. What it does is it initiates the amnesty program for existing apartments that are not permitted. The second thing it does is it handles Chp. 40-B housing by allowing accessory units in existing or proposed single dwellings. There may be some legal issue here with tearing down an existing house and building a multi unit dwelling. He is also working on the Brownsfield program. The Board asked for the list of Brownsfield sites. Roger will get that for the Board. The Board would like to see 15% quota on the amnesty program. The 10% quota by the State on affordable housing will bejust the minimum. We should aim higher. Mr. Houston responded to the amnesty program by saying that he feels it should be handled Special Permit through the Zoning Board. Mr. Miller concurs. Roger will notify Town Counsel on this proposed article. A motion was made by Mr. Miller to ask Roger Nicholas rewrite the Housing Amnesty By-law to have the Planning Board be the permitting authority and that the permit be a Special Permit under the Zoning By-laws. No second. Motion fails. The Board would like to postpone any action on this until they study it further. Mr. Merrigan stated that we will look at what Roger has given the Board, so that we can invite the public, the Housing Authority, the Zoning Board, so that we can formulate a housing plan for the Master Plan and for the State. Mr. Merrigan would like to have a final draft from Roger before a meeting is held. Reported on Rte. 128 project and that the Governors Veto was overturned. On the Economic Opportunity District on Rte. 138 , the M.P.S.C. came up with revitalizing it. 7: 15 P.M. SOUTHFIELD ESTATES SUBDIVISION-RANDOLPH STREET-DISCUSSION ON THE TOT LOT AND STREET LIGHT APPROVAL The Board took a look at the form used for approval of the street lights on this subdivision. The Board approved the sending of the form to the Board of Selectmen for approval. CONTINUED AFTER CORRESPONDENCE. 1
