TOWN OF CANTON PLANNING BOARD MINUTES OF MEETING WilLIAMS ESTATE 92 PLEASANT ST. WEDNESDAY October 7, 2003 Members present: David Merrigan, Chairman., Peter Pineo, Vice Chairman, Jeremy Comeau, Clerk, Dean Miller and George Jenkins. Suzanne Feigen, secretary. CITIZENS SPEAK No one wishes to speak. 7:00 P.M. INFORMAL DISCUSSION SHIRLEY DEPALMA-3 PECUNIT ST. Shirley DePalma of 3 Pecunit St. discussed how she would like to get another house on a lot that they would be combining. The Board took a look at the Plan presented. They would like to combine Lot 1 and 3. If that is not possible, they were going to put an addition on to their house. They are looking for the opinion of the Planning Board. Zoning is Residential B, with 15,000 sJ. They would also need to meet the build factor. The Board indicated that the combining of two lots could be done through a Form A. They would need a plan with former lots 1 and 3 and now a new lot lA. A surveyed plan by a registered surveyor or engineer is needed. It should indicate on the plan, through a Note, the purpose of the plan. The parcels ofland owned by DePalma are land courted with no leans or easements on the property. They have a clean title. Tom Houston offered a suggestion that in order to save some money, maybe they should have a discussion with the building inspector to see if he would allow them to build across lot lines, as long as they are in common ownership. The requirement to do an ANR plan mayor may not be there. It depends on the policy of the building inspector. 7:15 P.M. SITE PLAN-CANTON TOWN TAXI, 5 LINCOLN ST.-AnY. PAUL SCHNEIDERS Mr. Schneiders would like to have the approval from the Planning Board tonight. Mr. Houston indicated that the remaining issues are listed in his memo, dated today. Servicing of vehicles should be indoors, and this would be a part of the conditions. A site lighting plan was available tonight. A photo metric plan was requested, but not provided. It may not be necessary now. All other issues have been satisfactorily resolved. Mr. Pineo asked about the drainage. Mr. Schneiders explained that this is a full industrial district, however, it borders on one side with general residence. Mr. Pineo asked, how many usable spaces for customers are there. Allen Majors indicated there are none. There are 16 spaces on site available for limos and taxis, only. None for office staff. Mr. Schneiders feels 4 spaces should be required for customers. Mr. Jenkins questioned the curbing. He thought that the Board had talked about taking the curbing out to the traveled way. The engineer explained why they did not bring it out to the traveled way. Mr. Houston feels that it probably would serve to help contain pavement if the curb extended out to the street. Mr. Jenkins' point is well taken. 1
