BOARD OF SELECTMEN MINUTES JUNE 1, 2004 MEMORIAL HALL Present: John J. Connolly, Chairman; Robert E. Burr, Jr., Clerk; Gerald A. Salvatori, Jr., Member; William T. Friel, Town Executive Secretary; and Matthew A. Romero, Administrative Secretary Location - Salah Room, Memorial Hall Chairman Connolly called the meeting to order at 7:05 PM. Canton Housing Authority - Senior Center maintenance Mr. Friel noted that Mr. Mark Roy, the Canton Housing Authority (CHA) Director had requested a change in the existing agreement between the CHA and the Council on Aging (COA). Mr. Friel gave background on the CHA, noting that several years ago the Town had deeded to the CHA the buildings they utilize. In view of the fact that the COA was expected to move in the near future, staff's request would be to leave the current arrangement in place unless the CHA could provide some rationale or cause to trigger an amendment. By way of background information, Mr. Friel explained that currently the CHA had a PILOT agreement. Moreover, the Town paid the CHA $5300 for maintenance, not as part ofthe agreement, but more as a matter oftradition. The Town provided annually to run the COA services, and some clients served by the CHA were helped as well. The Town had also helped out the CHA with regard to water/sewer charges and other town- rendered services. Mr. Martin Dorian, Chairman ofthe Canton Housing Authority, introduced the members of the CHA and Mr. Roy. He noted that due to budget reductions, this topic had been discussed at a CHA meeting as a method of reducing costs. He noted that the CHA was presently a surplus authority, bringing in more money than they were spending, but not by much. He noted that while receiving $5300 the housekeeping and maintenance cost the CHA approximately $12K. The CHA proposed to continue maintenance service, but discontinue "general housekeeping" services. They were asking for relief from the cost of said housekeeping to the CHA. Mr. Roy noted that since becoming the director he had made an attempt to reach out to and work with the Town, and did not wish to see the relationship deteriorate. However, he noted that the CHA had been ignoring the issue for 3-4 years, and that the cost had been increasing for them to assist with what was a Town function. He discussed three alternatives proposed to the Board: I) Could reliefbe secured from the PILOT, 2) could the COA pay more than the current $5300, or 3) could the $5300 be waived and the CHA absolved of cleaning service duties. He reminded the Board of the budget cuts, and felt that the arrangement was uneven, and were requesting relief. Mr. Salvatori noted that in the agreement from 1995 between the CHA and the Town, it noted that the CHA must provide care and maintenance for the facility, and the 1:\Matt\BOS Meetings 2004\BOS Meeting Minutes 2004\BOS Minutes - 06-01 -2004.doc
