BOARD OF SELECTMEN MINUTES JUNE 29, 2004 MEMORIAL HALL Present: John J. Connolly, Chairman; Avril T. Elkort, Vice-Chairperson; Robert E. Burr, Jr., Clerk; Victor D. Del Vecchio, Member; Gerald A. Salvatori, Jr., Member; William T. Friel, Town Executive Secretary; and Matthew A. Romero, Administrative Secretary Location - Salah Room, Memorial Hall Chairman Connolly called the meeting to order at 7:09 PM. Recognition of Ronald Pasquarosa, Sr. for 45 years of service Mr. Connolly and Ms. Elkort both recounted stories ofMr. Pasquarosa's years of service to the Town. Mr. Burr read a proclamation given to him by the Board, and Mr. Del Vecchio presented a plaque from the Board commemorating his 45 years of service. Ms. Gayle McCracken, Human Resources Administrator made a slide show presentation of Mr. Pasquarosa's years with the Town. Streetlight Acquisition and Maintenance - George Woodbury, LightSmart consultant Mr. Friel gave the background on the various projects that Lightsmart had working on for the Town drawing attention to the streetlight acquisition and maintenance project. Mr. Woodbury noted that he had been working on four activities for the Town: 1) a new energy supply agreement to replace the one that expired in December; 2) traffic signal conversion; 3) court action against Select Energy; and 4) street light acquisition and maintenance. The final purchase price would be approximately $361K. He pointed out that the estimated savings would be approximately $ 144K/year, or over 50% of the Town's current costs. He suggested structuring the cost on a fixed-cost basis for the contractor, which would ensure the use of high quality materials. He also suggested the use of a five-year contract. He also noted that the conversion ofthe lights to a more efficient made would help in reducing costs and maintenance. Ms. Elkort asked with regard to the case with Select Energy if the MMA was involved, and Mr. Woodbury confirmed that while they had worked cooperatively with the cities that had been cancelled they were no longer taking an active role in the legal case. Ms. Elkort then questioned the suggested sodium lamps, being unsure they would blend with the beautification in the Town. Mr. Woodbury pointed out that high-pressure sodium lights were the best from a financial and economic perspective; in fact, the majority of the Town's lights were already high-pressure sodium. He predicted that within 5-7 years a cost-effective full-spectrum light would be developed with light- emitting diode technology. He suggested utilizing high-pressure sodium lights with the intent to replace them pending new technology. I:\MattIBOS Meetings 2004\80S Meeting Minutes 2004\BOS Minutes - 06-29-2004.doc
