SCENIC WAY PUBLIC HEARING- CONTINUED: PUT OFF TO THE END OF THE MEETING 3. PLANNING BOARD RULES 8s REGULATIONS WORKSHOP CONTINUED • Street width • Hammerhead • Easement for snow storage (on new subdivisions) Distance from an intersection: Mr. Jenkins spoke about the 100' being un-usable for someone in the Res.C District. He feels 100' with a 10,000 sq.ft. is difficult. What is a safe distance? Are we talking centerline of the street? Are we talking centerline of the street or the driveway? What do you use to make parameters? Perhaps 25-30' from the paved way.

-2- Mrs. Hayes spoke of a busy road, and if it could be a judgment call Mr. Jenkins spoke about having a driveway on a busy street like Washington Street through the ANR process. What control do you have? Everywhere you have these rights. But if it is a subdivision it is not a right. The Board asked when this regulation came into effect in the rules and regulations. Mr. Jenkins came off the Planning Board in 1993 and that regulation was not there then. Mr. Jenkins feels that this came about as a reaction not planning. He also asked, what side of the intersection or is it on both sides? Mr. Miller feels it should be what makes sense. He feels that the rule makes sense, because you do not want a driveway next to an intersection. Perhaps the regulation should be modified to a reasonable distance and where it should be measured from. That was Mr. Jenkins' point. A waiver was allowed for Evelyn Estates subdivision. Mr. Jenkins was thinking to change the requirement to 75' of the centerline of the intersection. Mr. Miller would also like it to be Zone specific. Discussion on the Street Width requirement: Mr. Comeau stated that the Fire Chief would like to have 26', and DPW Engineering would like to have 28'. Mr. Jenkins feels that he favors maintaining 26' and in certain instances allow 24'. Sidewalks- Mrs. Hayes spoke about changing sidewalks to only one side of the subdivision, thus creating more green space, and cut down on Town maintenance. Hammerhead- The Fire Chief and the DPW felt it should be eliminated. Mr. Jenkins asked Mr. Houston if a dimension could be made to make the hammerhead a three point turn? Mr. Houston feels that then it becomes indistinguishable from the cul de sac. Mr. Jenkins continued to say, but take the configuration of the property. Would it fit that way? Mr. Houston feels that there is no reason that in general cul de sacs have to be absolutely circular and symmetrical. If it fits better on a piece of property, then the applicant may be reluctant to propose it because it would be a waiver. A description of the changes should be done on the Rules and Regulations in text for inspection. A write up of the changes to Rules and Regulations in text for inspection will be done. The ad will be in January for a Public Hearing Notice. The Board discussed bringing a Plymouth Article to the warrant for ATM 07. The Board agreed to bring back the former article proposed by the Planning Board. It will be made available to the Board either through Email or hard copied so that they may act by the second week in December. The Board was asked to think about any other article they may want to submit on the warrant. Mrs. Hayes mentioned going through the Master Plan and having a new Master Plan Steering Committee. After some research, she found that they need to change in the Table, in the wording of the Master Plan to make it clear concerning both the Selectmen and the Planning Board. The Board does not need to go before Town Meeting to change the Master Plan. She would like to get 2
