presentation on the Reverse 911 system. Mr. Jutras briefed the Board on the Reverse 911 System. He noted that the Town had acquired a new state of the art system to handle any emergency
notifications to residents via telephone. He noted that this system has the capabilities to notify residents in a very short time frame. Mr. Jutras also explained that with this system,
residents have the option to request notification at multiple phone numbers and also via e-mail. He explained that on the
Town's website there is a link where residents can enter any additional phone numbers and/or e-mail address where they would like to be reached in the event of an emergency. He also
gave out a phone number for those residents without intemet access. Mr. Del Vecchio announced that there would be a test of the Reverse 911 system beginning at 4:00 p.m. on Wednesday,
October 13th to check the functionality of the system. He advised residents that a call would be placed to everyone's home and or other contact number, but that it was just a test. He
recommended that residents update their information as to where they would like the call to go before the test call is made. The Board thanked Mr. Jutras for his hard work in putting
this new system together. Mr. Del Vecchio asked Mr. Jutras to come back before the Board at a future meeting to discuss and review how affective the test call was. Solar Farm Presentation:
Southern Sky Renewable Energy -Frank McMahon, Ralph Palumbo Mr. Friel introduced the team of people to be presenting the Solar Farm presentation including Frank McMahon and Ralph Palumbo
of Southern Sky Renewable Energy, Dick Staiti, Local Attorney, Anthony Del Vacharia and Matt Randall, Project Leaders, Mark MacDonald, VHB, and Attorneys RJ Lema and Stephen Black. Attorney
Staiti noted that he hoped to have the final documents ready for signature for the October 26, 2010 meeting to meet the Federal Government Incentive deadline. Frank McMahon provided
the Board an overview of the project. He explained that it would be a 5.6 megwatt facility to be constructed on the landfill. It would consist of 24,316 panels on ballists and that there
would be no penetration of the cap during installation or thereafter. He noted the project is estimated to cost about 25 million dollars. Ralph Palumbo noted that the project would use
some creative engineering to stabilize the system as opposed to subsurface penetration. He credited his team with a great solution, consistent with (DEP) Dept of Environmental Protection
Concerns. Frank McMahon continued by noting that the lease was in negotiations with the Town and the permitting process had begun. He explained that a post closure use application had
been filed with DEP. He noted that they were in negotiations with NSTAR for an interconnection agreement. He went on to describe the time line in that construction was set to begin in
February. There would be an extensive testing process in June and the project would be operational by July 2011.
Attorney Staiti explained to the Board that there was legislation that allows some exemption on the permitting process for solar farms. He noted that they had already obtained at permit
from Conservation Commision and that they were going to meet with the Planning Board in the upcoming week. They plan to receive all permits despite the fact they may be exempt. Ralph
Palumbo then described the lease. He noted that the terms would be $20,000.00 per acre on a 12.6 acre lot. This amounted to $250,000 per year and that each year of the contract the lease
amount would increase by 2.5 %. This was a benefit that the Town would gain after currently unused Town land. He also discussed the energy credits that would be given to the Town as
part of the agreement. He noted that there was a formula that would denote how much of a savings the Town would generate on its energy bills. It was noted that the Town of Canton would
be home to the largest energy project of this kind east of the Mississippi. There was a brief discussion by the Board concerning this information and general questions answered. The
Board thanked the team from Southern Sky Renewable Energy for their presentation that evening. Action Items/New Business Vote to Approve: Transfer of a Vehicle from the Fire Department
