Planning Board Minutes of April 18, 2012 Ms. Mirliani asked if anyone had any questions or comments on this matter. Mr. Jenkins explained that in regard to the drain easement. He has no problem with this, but suggests that for the protection of those residents, the owner, Knob Hill Estates, should look at creating an ANR that transfers the property line where those stone walls are and put them into the town way. Right now he is sure the residents have no idea that they are at risk if something happens to those walls. They were supposed to be placed in the way and right now they are sitting on private property which makes those property owners liable if anything happens. It would be most important that a Form A plan is submitted that brings those walls into the way. Either that or tear the walls down and place them in the way. He feels sure that when the people bought the land they had no idea. This is just a suggestion. Mr. Vinciguerra asked that if we do this, what is the condition of the stone wall and do we know at this point? Mr. Jenkins stated that the condition of the stone wall is very good. This hearing has been continued until May 16, 2012. Ms. Mirliani: Next matter on the Agenda is Minutes & Procedures Manual. Mr. Comeau: He stated that he would like to commend Karen. For the past 3 weeks she has been working tirelessly in the office. She is doing a great job and if any members have not been into the office it looks excellent. She deserves kudos as does Sheila, a senior worker and they work so well together. We found a procedure manual from 1986 which he thinks was a cheat sheet for the Administrative Assistant. It explains agenda procedures, definitive subdivision, site plan, etc. He took this upon himself to update this manual since many things have changed and were inaccurate. He is still working on it and sent it out to the members last week. When the members have a chance could they please look this over and he still has a few more items to do. This is not for public consumption but for Karen as she goes thru the office and is putting files together and to help acclimate her to the office. I)
