Planning Board Minutes of October 2, 2013 Page 2 of 9 The Board and Tom Houston recommended that the Traffic Study and the trip generator needs to be redone. The environmental impact report needs to be done and will have similar issues. The Board also needs the build out factor and what number to be used for the trip generator. The three (3) major intersections that are recommended by PSC are: (1) Neponset & Chapman Street; evaluate lengthening eastbound left hand turn lane from 250 feet to 670 feet. In particular, identify right -of -way acquisition and impact on properties; Chapman , Spaulding and Everett Street Intersection — Evaluate with a particular focus on providing traffic signal control. Alternatives may include as appropriate, turn restrictions at Jackson and Spaulding Streets or restricting direction of flow on a segment of Jackson Street; and Washington and Chapman Street Intersection — Evaluate with particular focus on traffic signal control including coordination with the existing traffic signal at Washington & Dedham Streets intersection. Mr. Jenkins explained that when you approve a subdivision it is a blank plate and there are two (2) questions that need to be answered: (1) What use is it; and (2) What is the build out? Mr. Schneiders explained that there needs Site Plan approval for each lot and a traffic study which is discussed at Site Plan approval. If it is a Preliminary Plan you have to prove much more and then what do we need to do to get to the Definitive Plan? We need to complete the requirements and then will be coming back with a Definitive Plan. Mr. Comeau asked if the Applicant is working with the Conservation Commission. Mr. Schneiders explained that they are working with their engineer and the engineer hired by the Conservation Commission. They would like to move forward with this and have the Board take a vote and they plan on being back before the Planning Board before Christmas. Bernie Plante stated that they will all be working together including Tom Houston and with Tom's comments they will have a scope and will adhere to this. That scope includes: The Revere Barn and Rolling Mill Preservation; Riverfront Issues, which is an important topic; Stormwater Management Issues; Sanitary Sewer Issues; Traffic Study; COE Dam and Diversion Channel; On -Site Water Control Mechanisms; Access to Riverfront for Passive Recreation; Wetlands Protection; Revere Street Upgrades Including water, paving, sidewalks, street trees; Canton Junction Access; Infiltration and Inflow Removal; Fire Station Access; and the fiscal impact and tax rate.
