Project presentations

Project: Inventory of Historic Homes on Sherman Street
CPA Category: Historic Preservation
Project Proponent: Sherman Street
Neighborhood Association, & Attorney Valerie Metsika
Amount Requested: $6000.00

Attorney Metsika discussed the genesis of the project. One of the goals of the Neighborhood Association
is to find a way to preserve the neighborhood as a Local Historic District (LHD.) This project is a result of gearing up to seek permission to create a LHD. This project, however, is
likely not fundable given the advice of Mr. Stuart Saginor at the Community Preservation Coalition due to the “Anti-aid Amendment to the Massachusetts Constitution as public funds may
not be granted to private entities for private purposes. The project as it stands today is tied to a private project and a private purpose. That said, there was some sense that the proponent
could try to reframe the project so the money could go towards either a government entity or a 501(c)(3) non-profit corporation.

Project: Veteran’s Housing Upgrades at Pequit Street
(2 projects)
CPA Category: Community Housing
Project Proponents: Canton Housing Authority (CHA) – John McCourt & Mark Roy
Amount Requested: $30,000.00 & $63,700.00 respectively

Mr.
Roy presented the grants for funding the upgrade to the upgrade for the electrical boxes ($30,000) and the smoke detectors ($63,700) at the Pequit Street

Housing Project. The Commonwealth of Massachusetts owns the Pequit Street housing project. Capital improvement monies have traditionally come from the state and these projects were not
included in the last capital plans. The proponents are seeking funding for these two projects, which are of critical importance to the Fire Chief. These two requests are tied to health
and safety and are in critical need. Some money could be taken from operating reserves – the CHA currently holds $120,000.
Both projects were discussed at length.

New Business
There
was no discussion under New Business.

Motion: to adjourn the meeting at 8:45 pm by Jeremy Comeau and seconded by John McSweeney.

VOTE: 9-0-0

The next meeting is scheduled for Monday,
January 20, 2013.

A true record.
