PLANNIhIG BOARD MINU'fES OF DECEMBER 2, 2015 Page 2 of 9 18 - Site Distance — Both intersection and Stopping Sight Distances looking from the site driveway to the south are adequate for the measured 85th percentile speed Of 30 MPH for northbound York Street traffic. Removal of the rock wall on the right side of the driveway is not necessary to maintain these sight lines. 19 - Test Pits — The Applicant indicates that the system will not be designed with an infiltration component and there no test pits will be advanced in this area. (This should be a condition of the Approval) — PSC states that Test pits should be provided in the stormwater management areas to determine groundwater proximity, and soil permeability. A minimum of two deep hole tests or soil boring should be provided and should preferable be excavated between January 1St and April 15. Further, a monitoring well should be installed and monitored monthly between the time of geotechnical testing and the submission of the Definitive Plan. 20 - Grass Swales (as the basin empties toward York Street but in a more controlled manner). 21- The Outlet Pipe from the lower basin — to be deferred to the Conservation Commission. 26 - Fire Flow Test — Chief Doody has directed where the hydrants are to be located for the safety of the subdivision. 27 - Stormwater Management Calculations — to be approved by Stormwater Regulations. 29 - Traffic (working with the Traffic Engineer) regarding the accident data for this site. Attorney Paul Schneiders stated that he represents the Elms Family and everything has worked out very well between his client and the Applicant. The concern regarding the well on the property was solved and it was a win, win for both parties. The test pits were discussed and Dave Sanderson stated that they should dig one test pit. The hearing was continued until December 16, 2015.
