Minutes of the meeting of May 18, 2016 PRESENT: Gregory L. Pando, Vice Chairman Gary E. Vinciguerra John R. McCourt Also Present: Tamra Stock, Recording Secretary Edward Walsh, Building Commissioner Dan Teague, DPW Chairman Pando opened the meeting at 10:00 am and explains the reason for the site meeting. Canton Power Eauinment — 40 Walpole Terrace (GP, GV, JRM) (continued from Apra 28, 2016) Chairman Pando explains on the East side of the property between the town property and River Village Condominium property there has been some land disturbance where a fence was installed. Chairman Pando states the land needs to be cleaned and restored to the original state. Mr. Dan Teague mentions there used to be a drainage swale where the land was disturbed. Mr. Teague also states the back corner of the lot should be 8' lower than it is now. The swale has been wiped out and there is no drainage in the road so it is really needed. Chairman Pando will be sending a letter to suggest the River Village Condominiums cleans and repairs the fence area. He cannot ask them to remove the fill because it is unknown who put it there. Mr. Teague stated in order to prevent any further fill being dumped there he can have some boulders put in. Mr. Jeffrey Farrington with Canton Power Equipment asks where they are going to be able to plow snow in the winter if the boulders are put in. Mr. Teague states they are not to plow snow onto town property. Ms. Caitlin Ferreira states that the town doesn't come in time to plow the road and the business opens at Sam. They need to have clear access for their customers. Michelle Rae of 44 Walpole Terrace states that the road has always been clear by the time she needs to leave for work and has not had any issues with the town plowing the road. Mr. Teague explains with the back corner filled in a swale will no longer work. Chairman Pando will work on a letter to send to the Condo Association. Mr. John McCourt asks the Condo Association if they have talked about these issues. No, they believe this was material that was moved during the snow plowing season and was not put there by them. The Condo Association clarifies exactly what is being asked of them. Chairman Pando and Mr. Teague clarifies the property line. Chairman Pando states he would like the area restored to what the top of the street looks like as of today. Mr. Robert Moon With River Village Condominium asks how long it has been since the swale was operational.
