NEW RIVER VILLAGE, LLC
New River Village — Wells: Mr. Schneiders recused himself from discussion on this topic.
Discussion continued from the Board of Health meeting on August 11, 2014. New River Village LLC,
located at 59 Walpole Street, is requesting approval to install irrigation wells on the property. Present were
Tracy Wilson, representing the legal practice of Glenn Harrington; Mr. Michael Ferguson of Peabody
Properties, and Mr. Donald Myers from Norwood Engineering.
Mr. Ciccotelli reported that he had sent questions to the owners and received the responses prior to today's
meeting. The full report is on file at the Canton Health Office.
Discussion followed. Some points that were raised are included here.
Mr. Ferguson presented the following points 1) Canton would benefit from the income from the property
owners on their property taxes, and this project would increase their property value, 2) the plans include
water conservation systems that are financially and operationally sound; 3) Canton's water costs are high;
4) the residents would realize the collective benefits of managing their own water system, thus reducing
their usage as a cost saving measure; and 5) the savings to the home owners would be about $265 per year,
and 6) the investment costs would be returned in about two years. Mr. Ferguson asked that this project be
allowed to operate for a year to assess the benefits and the effectiveness.
Dr. Goodman cited the recently updated regulations regarding irrigation wells in Canton. She wanted to
ensure that any ruling by the Board was done fairness to all residents who may have similar requests in the
future.
Mr. Ferguson expressed concern of taxing the infrastructure of the pipes in Canton. Mr. Ciccotelli assured
him that Canton has a well-run, modern system. The Town has invested a lot of time in money in recent
years to ensure that there would be no catastrophic failures.
Dr. Levrault shared that he felt the system had merit, both in terms of design and as a way to reduce water
costs and usage.
