MINUTES

Chairman Jeremy J. Comeau called to order the Planning Board meeting of
October 19, 2016, 2016 at 6:30 p.m. and tonight is a Planning Board Workshop.
First Item on the Agenda - PLANS FOR TRANSITION:
Next Item on the Agenda: Discussion on Potential Shared Consultant — The Board
discussed the Consultant and whether it should be staffed out. Mr. Houston has been working
with the Planning Board for over twenty (20) years. The Conservation Commission is make
demands and the Applicants are paying a lot of money for different consultants. Should we be
accepting bids for a new consultant that can review for all three Boards: Planning,
Conservation, and Zoning?
Next Item on the Agenda: Discuss potential new peer -reviewer (RFP, etc.) — Mr. Houston
knows the background of what the Planning Board has been working on for a very long time.
We will talk with the other Boards about what is the logical solution to this.
Next Item on the Agenda: Discuss recommended order of permitting
(Conservation/Planning/Zoning).
Mr. Comeau read a letter into the record dated September 21, 2o16 from Don MacAdam, Vice
Chairman of the Conservation Commission regarding Permitting Working Group: "If the Town
were to more fully operate within the existing municipal finance laws and utilize the Uniform
Procurement Act (M.G.L. Chapter 3oB) I believe applicants with projects which require permits
from multiple Town Boards would realize a more streamlined review timeline and a cost savings
on peer engineering reviews.

For your review, I am attaching a Draft Invitation for Bids (IFB) for peer engineering review
services utilized by Town Permitting Boards. Please revise and edit the Peer Review Services
requirements and other sections as needed. The IFB review process will need to proceed as
follows: * An IFB Team shall be formed of Town Professional Staff, including the Town
Administrator, Town Planner, Town Engineer, Conservation Agent, and Town Chief
Procurement Office; * The IFB Team shall open the IFB submissions and rank the candidates
accordingly; * The IFB Team shall decide which candidates to invite for interviews; * The IFB
Team can invite a representative from each of the Town Permitting Boards to participate in the
interview process. Representatives can provide the IFB Team with recommendations; * The IFB
Team shall determine which candidate to award the Town contract for peer engineering review
services."
Ms. Smead stated that this will streamline the process.
Mr. Comeau explained that the order of permitting should be changed and the Conservation
Commission should be reviewing these Applications first. He will respond to the email and let
them know that it seems like a good process except barring the last line which reads: "The IFB
Team shall determine which candidate to award the Town contract for peer engineering
review services."
Next Item on the Agenda: Discuss proposed bylaw changes; changes to subdivision
rules/regulations.
Mr. Comeau explained that we received an email from Mr. Houston with a revised version of
the updated Rules and Regulations that he has been working on. Everyone received them via
email and should review them. We need to have a hearing on this and put them on-line for a
review.
Ms. Smead stated that she will talk with Cynthia O'Connell regarding Flood calculations. Ms.
Smead explained her Drafted Articles for Town Meeting:
• Adopting the A Massachusetts Building Code, 78o CMR, the "Stretch Energy Code" —
this will regulate the design, and construction of buildings for the effective use of energy;
(Ed Walsh gave a positive opinion on this Article)
• Amend Section 4.2.1 Build Factor — In all residential districts, no building except a one-
story building of accessory use, shall be constructed on a lot which has a Build Factor of
more than 23.00. The purpose of the Build Factor is to limits the decree to which a lot
may have an irregular or odd shape; (Pork Chop Article covers this issue — DELETE)
• Amend a portion of the Board composition to correct the "Canton Downtown Business
Associate " to "Canton Association of Business and Industry" by having one (1) member
from the Historical Commission; one (1) member qualified in architecture, landscape
architecture or in the art of design profession; one (1) member recommended by Canton
Association of Business and Industry; and two (2) persons at large.
