Chairman Jeremy J. Comeau called to order the Planning Board meeting of
November 16, Pao16, 2o16 at 7:00 P.M.
First Item on the Agenda - James Kingston, 17 Neponset Street — Discussion whether
this should be a formal or informal site plan review.
Laura Smead explained that the Applicant James Kingston is the owner of 17 Neponset Street,
and looking to add a 600 sq. foot addition to the house. He has concerns about the rising costs
of going through permitting and site plan review, in particular the third -party engineer review
process — which he says would cost more than the actual work. If the PSC review was necessary,
he wouldn't put on an addition but would rather just renovate the interior since it no longer
made financial sense. Does the Board feel that it is necessary to go through third -party review in
this case, or if it could be done with a more informal site plan review given the small size, non-
commercial project (addition on a residential multi -family building).
The Board discussed the project and it is a renovation of an existing building that is in need of
updating and repair, and the Conservation Commission will also be reviewing this.
A motion was made by Mr. Scully and seconded by Mr. Mitcheroney that the Application of 17
Neponset Street is deemed a minor modification and does not need third -party review by the
Planning Board. Motion Approved 3-0.

Next Item on the Agenda - Subdivision Rules & Regulations.
Mr. Houston explained that he hasn't had time to go through the revisions yet, but this is more
in line with the current and updated Stormwater Rules and Regulations.
The main issues are:
• Waiver for Street width — 24' is what the change should be — we had 22' but the Fire
Chief prefers 24' which gives more flexibility for on -street parking and emergency vehicle
access.
• Technical change — Stormwater. These were written before the DEP regulations and
need to be updated which include: rainfall intensity which has been expressed by Town
Officials on what the standards are which has been stifling several projects.
• Size of stormwater basins; and limiting the depth of the storm water to 4'
• There are three (3) potential standards which are now used:
1. TP 30
2. Cornell University - follows the Cornell Curves and this is what the
Conservation Commission uses now (Currently Used)
3. ATLAS 14 — this is more middle of the road. This is much more recent and is
better than the TP 40
The Technical professional view is that this is a reflection of Climate Changes. The Coastal
Communities have adopted the Cornell U. and from a technical point of view, the front end
street design standards are more technically valid.
Porous materials are generally used on driveways, sidewalks, bike paths and are disconnected
from Town drainage. The stormwater is disposed of on lots and not drained toward the streets.
The Runoff goes to the vegetated swails and has a lower impact on the design of the lots.
• Dead End Street or the system of dead end streets should not exceed 1,000 feet (1,500 in
an emergency). (Every Town in Norfolk County has a dead end street length of between
Soo' and 2,000' or more).
• Utilities / Landscaping. There should be a fee in lieu of waiving the sidewalks on one
side of a street. They should pay for the sidewalk somewhere else in town of the waived
side. This could be put into a Sidewalk Mitigation Fund or a Revolving Fund for
waivers.
Mr. Houston stated that he will do the edits and review the final draft.
Mr. Comeau explained that we will have to post the Public Hearing in the newspaper and
when approved will be filed in the Town Clerk's office. Dates were discussed and this item will
be placed on the Agenda for the January 4, 2017 meeting and posted in the newspaper on
December 15 and 22, 2016.
