Minutes
Board of Selectmen
Executive Session
March 30, 2012
Memorial Hall - Salah Meeting Room
Present: John J. Connolly, Chairman, Avril T. Elkort, Vice-Chairman, Gerald A.
Salvatori, Jr., Clerk, Robert E. Burr, Jr., Member, Victor D. Del Vecchio, Member,
William T. Friel, Town Administrator, Jennifer Andrews, Administrative Secretary.
Meeting was called to order at 3:15 p.m.
Mark Bobrowski as zoning counsel for the Town was also present.
Mr. Salvatori made the Board aware that Canton Development Partners had been
working on as development agreement to modify the zoning amendment for Town
Meeting. He noted that if the BOS agreed, a substitute motion can be made. He
explained that they had taken the Development Agreement from a few years ago and
modified it. CDP had already executed the document.
There was a brief discussion concerning some changes that Board members wished to
make to the document before signing it.
The Board members voiced their concerns regarding the zoning change which will result
in the land development and what kind of impact it will have on the Town.
Mark Bobrowski was recommending that the Town of Canton and CDP come to an
agreement on conducting an analysis on the property to see what would be the most
beneficial development to the Town. This analysis would include financial, traffic, civil
and accousitcs and lights. The total cost would range around $30,000 to $50,000 which
should be from an escrow account which would be created by the developer.
There was some discussion concerning offering to hold a special town meeting to
consider the zoning article in the fall if CDP agrees to create the escrow account. It was
determined that there would not be enough time to conduct the analysis prior to 2012
Annual Town Meeting.
Motion was made to direct Attorney Bobrowski to develop a memorandum of
understanding regarding the analysis and to present the idea to Canton Development
Partners.
Motion: Mr. Salvatori Second: Ms. Elkort Vote: 5-0
Motion was made to adjourn the meeting at 4:10 p.m.
