Minutes
Executive Session
Board of Selectmen
September 16, 2014
Memorial Hall - Salah Meeting Room
Present: Victor D. Del Vecchio, Chairman, Avril T. Elkort, Vice Chairman, John J. Connolly, Clerk, Robert
E. Burr, Jr., Member, Christina Carlton, Executive Assistant, Jennifer Bright, Administrative Secretary.
Meeting was called to order at 9:22 p.m.
Jody Middleton, Human Resources Administrator was also present for the meeting.
There was a brief discussion concerning the Firefighter wage schedule for FY13, 14 and 15. It had been
discovered that the wages for FY13, FY14 and FY15 did not agree with the difference in grade section of
the contract and did not reflect the full 5% increase after 20 years of service. It was noted that there
were 16 firefighters affected by this. FY15 had already been corrected but approximately $14,600 each
year would be needed to correct the wages from FY13 and 14.
Motion was made to correct the affected firefighters wages for FY13 and FY14 using funding from the
Employee Benefits budget up to the full amount needed for correction.
Motion: Mr. Connolly Second: Ms. Elkort Vote: 4-0
There was a discussion regarding the Town Administrator's contract extension, which is currently due to
expire June 30, 2015. Bill Friel, Town Administrator, had requested that the Board consider an extension
of his contract, retaining him as a consultant for a period of time after his contract expires.
Motion was made to offer Mr. Friel at the end of his current contract, a lump sum payment of $4500
(based upon a retirement incentive and a longevity payment), a fixed three month consulting
arrangement for $16,640 with the possibility of an extension on an as needed basis to be paid at an
hourly rate, and a fixed price cell phone/internet reimbursement payment. Also, Mr. Friel will be made
aware that his predecessor will be given the opportunity to work alongside Mr. Friel for two months
prior to his departure to acclimate to the position.
Motion: Mr. Connolly Second; Ms. Elkort Vote: 4-0
Motion was made and unanimously approved to adjourn the meeting at 9:45 p.m.
Respectfully Submitted,
