BLUE RIBBON TRAFFIC COMMITTEE ~~~~ T~~~ d MEETING MINUTES 10/29/15 MAY - ~~ ~01~ N'OWN CLERiIAttending: Armin Azar Jim Fitzpatrick ~'ANTOhl,n,[a, Mark Porter Kevin Feeney Kathy McCormack Gary Ronan Matt Donahue Peter Pineo Absent: Tim Richard Next Meeting: Tuesday, December 8t"at 7:00....Chief Burkowitz will be attending Member from Audience, Noreen Moran spoke about the speed on Pleasant Street being hazardous and the crossing guard at Sawyer Avenue is ignored by drivers and the the signs for the crosswalk are behind a phone pole. We all agreed that better signage, more effective lighting, portable signs and enforcement was needed. Kevin Feeney also drove this route and agreed it was dangerous and more signage was needed. Updates from members: Mark Porter spoke about developing a Traffic Concern Form for this committee. Gary Ronan spoke about the general congestion being a quality of life issue. Kathy McCormack mentioned the vegetation on York Stand Indian Lanes as being very hazardous and reminded the committee about better signage/lighting for the Waterman/Spruce Streets intersection on York Street. Armin Azar spoke about people running the light at Fuller/Neponset on a daily basis. Wanted to know if a Green right turn signal could be added to the light at Church Street. The Canton center traffic in general is a congestion issue. Peter Pineo said the Route 138 lights have had an immediate negative impact on traffic. There is not much the town can do. The selectmen will try to get us a phone number to have people call. Also asked about a stop sign at Elm Street and Greenlodge because of the commuter traffic and how fast they drive....also no stop sign at the top of Hubbard Street. Talked about what we could do to stop the drivers from blocking Sassamon Street because the fire trucks have a problem getting out during traffic times. Traffic Lighting issues update: Mark Porter, Matt Donahue, Armin Azar The last time any lighting studies were done was maybe back in 2009, the record keeping is not good so they are trying to find out a more definitive date. There has also been no record of changes made. Timing has been changed by outside contractors at Chapman and Neponset. A study will be done when we decide which lights we think need it. Randolph &Washington: Tim Richard, Peter Pineo, Kathy McCormack As a quick fix maybe paint the right hand turn lane farther back so drivers coming out of Randolph Street know people are taking a right. Longer term approach...second lane on Washington Street so drivers taking left on Washington have somewhere to go....3 way stop or rotary.

Page Two, 10/29/15, Meeting Minutes Prospect Street Project: Kevin Feeney, Jim Fitzpatrick, Gary Ronan Easiest solution would be to have no parking on one side of Prospect street with both Prospect and Independence being a one way only during school drop/off and pick up times. Longer term solution would also be to add/repair existing sidewalk on one side of street. Accepted the meeting minutes from last meeting. i~
