Also Present: Charles J. Aspinwall, Town Administrator and Jennifer Kemalian, Administrative Secretary
The meeting was called to order at 7:03 p.m.
A moment of silence was held for former Fire Chief Jim Fitzpatrick and former Blue Hill School
Committee member Ben Diamond, as well as former Selectmen Victor Del Vecchio's father, as they had
all passed away.
There was a discussion regarding Colts Crossing being accepted as a public way. Tom Scully, Planning
Board Chairman, provided an overview of the development of the street. He noted that the property
owners' of Colts Crossing would like the street to be accepted as a public way. He noted that the
properties were purchased in 2011 and at the time there was $18,000 left in an escrow account to finish
the road. The Planning Board had attempted to take care of the remaining items to bring the road to
acceptable conditions, but with current costs, there is not enough money. The Board had tried to reach
out to the original developers of the project to ask them to finish the road, but they would not answer
requests. He noted that over the past few years the street has deteriorated. The road does need to be
completed soon in order to be considered for acceptance at Annual Town Meeting. Mr. Scully noted
that he would like to try to come up with a solution where the residents and the Town split the costs of
the work that still needs to be completed.
Mr. Aspinwall explains that the policy in the Town's Administrative Code that deals with road
acceptances.
There was some discussion about actual cost of repairs and if the Town could do some of the work to
bring down the cost to the residents.
There was some discussion regarding the deficiency in the Planning Board's policy about new
development roadways and how the Town Planner is developing a plan to improve that policy to avoid
situations like this in the future.
