Greg Driscoll of Jacobs Driscoll Engineering introduced himself and explained that he
received PSC's review today.
Mr. Houston apologized for being late and sending the Review to the engineer today late.
Greg Driscoll of Jacobs Driscoll Engineering introduced himself and explained that he
received PSC's Report today but he wanted to discuss a few of the comments.
• The rear left corner of the structure is less than 30 feet from the new lot line, which is
shown as a side lot, but appears to be a rear lot line that would require compliance
with the 30400t setback. The Applicant has spoken with the Building Inspector and
will be submitting a Variance Request to the Zoning Board for the existing house for
relief form the setback to the future rear lot line.
Retaining walls facing residential districts are required to be solid fieldstone or
fieldstone veneer. Vertical cast in place of concrete or concrete blocks are prohibited
in Residential Districts. Section 6.4.6 requires retaining walls higher than 6 feet to
be terraced and landscaped. The Applicant spoke with the Building Inspector and
Redi-Rock has three types of stone veneers to choose from including "Ledgestone",
Cobblestone" and "Limestone". The Planning Board will have the final decision.
The Planning Board requires Applicants to assist the Board in reaching a public
interest finding by documenting why the request waiver of strict compliance with the
Rules and Regulations is in the public interest. Documentation of why waiver of
strict compliance is in the public interest should be provided for waiver of the
provisions of Section 2.5.5.14 and for each section of the Rules and Regulations for
which waiver of strict compliance is sought.
• The parcel of land has "For Sale" sign up so any conditions of approval go with the
land and if sold the Board needs to invite the new owners to a meeting and talk with
them and make sure they understand the conditions of approval.
• A street light is proposed in the rear of the cul-de-sac. A detail should be provided,
including pole height, foundation detail, luminaries, hand holes and conduits. A
street light detail per the subdivision regulations has been added to the plan. If there
are any updated specifications, such as new LED fixtures, please provide the Board
this information and the plan will be updated accordingly.
• The Homeowners Association Agreement ("HOA") will be reviewed by Town
Counsel.
• The Traffic Study should include evaluation of Stopping Sigh Distance (SSD) and
Intersection Site Distance (ISD) at the Road A and Neponset Street Intersection. The
required SSD should be based upon the larger of the design speed and the 85th
percentile speed. The Applicant explained that the Technical Memorandum from
Gillon Associates addresses this comment.
