PLANNING BOARD MINUTES
February 7, 2018
Mr. Houston explained that they have made a lot of progress with most of the issues being
addressed. The remaining concerns are with Turnpike Lane; the parking issues are tight
with only five (5) spaces left for the parents during the peak hours; the vehicles are cued up
with the main entrance on Turnpike Street; and concerned if the ADA Requirements have
been met. Further, maybe the Board should alert the Zoning Board about the overflow
concerns.
Ms. McDermott was concerned with the parking situation and number of spaces.
Attorney Paul Schneiders asked the Board to approve these Plans so they can then wrap
things up with ZBA. The Daycare Center is already there and has been for many years. He
presented a letter from the Fire Chief and stated that the Applicant would like a determin-
ation and letter of recommendation for the Zoning Board on February 22nd. Further, he
explained that there was not a lack of effort from the Planning Board, and the Engineer
working on this project has been seriously ill and he didn't have backup.
Chairman Scully stated that he is concerned with the quality of issues and would like the
Applicant to come back on the 21St of February, when all issues will have been addressed.
A motion was made by Ms. McDermott and seconded by Mr. Panico to continue this hearing
to February 21st. Motion Approved 3-0.
Next Item on the Agenda - 468 & 474 NEPONSET STREET - DEFINITE
SUBDIVSION PLAN ("Copperwood Subdivision") — (Donald & Theresa Hagerty) —
Subdivision of land into four (4) lots; one (1) containing the existing home at 474 Neponset
Street; three (3) buildable house lots; and a drainage parcel (Gregory Driscoll, P.E., Jacobs
Driscoll Engineering, North Easton, MA)
Greg Driscoll introduced himself and explained that they went to the Zoning Board on
January 18th ; were granted a variance for a Special Permit; and are scheduled to go back
before them on March. They want to go over some outstanding issues still before Planning:
Item #8 — The Applicant has provided a "reason statement" for all waivers requested on the
Title Sheet. The Board will need to rule on the waiver requests;
Item #10 — The Applicant is proposing that the subdivision roadway be named Carson Lane.
The Board and the 911 Committee will have to rule on this. Driscoll Engineering, and the
project attorney have been coordinating with the Town Planner, Laura Smead, on this. They
have been in touch with Karen Zukauskas, the Chairman of the 911 Committee. They also
provided additional street names as requested by Ms. Zukauskas and were informed that the
Committee was meeting on January 30th to discuss the project and suggested names.
Item # 11— The Applicant is requesting that the Board review an executed copy of the
granting of Conservation Easement as a condition of approval. The project attorney has
provided a draft Homeowners' Association documents, including the Conservation
Easements to Town Counsel for review and comments.
