TOWN OF CANTON
CANTON, MASSACHUSETTS
Minutes of the Canton Board of Health Meeting on February 5, 2018.
PRESENT: Ms. Ruth Slattery, Chair
Dr. Julie Goodman, Vice Chair
Dr. Alan Rapoport, Clerk
ALSO
PRESENT: Mr. John L. Ciccotelli, Health Director
Ms. Cindy Bonner, Health Nurse
ABSENT: Ms. Karen D. Murphy, Recording Secretary
Ms. Slattery opened the meeting at 7:24 p.m. in the Salah Meeting Room, Memorial Hall, located at
801 Washington Street, Canton, Massachusetts.
KEEPING OF ANIMALS
13 Cynthia Road: Mr. Ciccotelli has reviewed the application, and it is in order. Upon a motion from
Dr. Goodman, seconded by Dr. Rapoport, the Board voted to approve the keeping of two horses at 13
Cynthia Road. VOTED: 3 — 0.
11 Bridle Path: Ms. Ellen Grund and Ms. Kathleen McAdams were present. They are interested in
purchasing the property where they would like to house two rescue horses. All neighbors received the
letter about the application to keep horses, and all letters were acknowledged, except for the letter sent to
the State. They presented plans to convert the existing garage into a two stall barn. The horses will have
access to two acres of land on a five -acre tract of property and they will be housed in the barn at night.
Covered containers will be used to store food and compost manure, which Mr. Ciccotelli noted was a
cutting-edge method for composting that kills fly larvae and keeps rodents away. Horse fencing would be
put up in the back of the property to protect the horses and wetlands.
Several neighbors were in attendance to hear the presentation, and they were able to ask questions.
Dr. Patrick Murphy, of 23 Farm Street, expressed his concern for the safety of his young children,
especially considering potential behavioral issues with rescued horses, and danger if they escape from
their stalls.
Ms. Doreen Finke Schlossberg, voiced her concern whether the horses would be given access to sufficient
space, as well as concerns about fencing. She questioned why Canton Board of Health is the only town
board that deals with livestock, and she asked questions about the change of a garage to a barn and how
that affected zoning. Ms. McAdams responded that she spoke with Mr. Ed Walsh at the Building
Department about converting the garage to a barn. They would need to pull a permit for the construction.
Ms. Grund said that the land would provide sufficient minimum acreage for two horses. Rescue horses
would be well vetted for them, ensuring that they want true, gentle and easy horses. Ms. McAdams spoke
about enrichment and keeping the horses active.

James Steanman of 27 Farm Street asked about fence in terms of height and aesthetics, and how it may
affect the future sale of properties in the neighborhood. Mr. Ciccotelli spoke from personal experience
about horses and fencing. There is no standard height, but common heights are 4' and/or chest height.
Mr. Anthony Ruscito of 590 Randolph Street reported that online consensus is for 5' fencing in
Oklahoma. He was concerned about the location of the barn relative to odors. He also asked for more
information about rescued horses. Ms. Grund and Ms. McAdams described the horses as "easy keepers".
They often were used for riding education, and they are being rescued from being destroyed when they
are no longer actively used for rider education.
Mr. Marc LoPilato of 600 Randolph Street asked about the process to renew the permit. Mr. Ciccotelli
said that the application is renewed every two years with regular inspections, unless there are complaints,
then inspections would be more frequent.

horses at 11 Bridle Path. VOTED: 3 — 0.
