Jim Sims, Chairman of the Cable Advisory Committee, had three items to discuss. In 2002 Time Warner
transferred to Comcast. The license was from 1998 to 2008 negotiations started early, but could not
conclude for the following reasons. Comcast would not increase capital funding above the 1998 contract
level. Comcast started to require converter boxes which allowed Comcast to encode and scramble
channels. Residents had to spend hundreds of dollars in Comcast equipment and the closing of the
customer service location downtown.
