2019 at 7:00 p.m.
A motion was made by Mr. McCarthy and seconded by Ms. McDermott to open the public
meeting. Motion Approved 5-0.
A motion was made by Mr. McCarthy and seconded by Ms. McDermott to open Item #1 on
the Agenda. Motion Approved 5-0.
First Item on the Agenda (1) WILL DRIVE (J.F. & S. Realty Corp., Owner/
Applicant) -- Informal Discussion (Paul Schneiders, Atty.)
Attorney Schneider introduced himself; John Hennessy, Project Manager; and Paul
Brodmerkle, Site Design. He explained that at this site there is a 400,000 square foot
warehouse with circulation problems. They are proposing to take down and raze 3,000
square feet of the building; eliminating 32 parking spaces; taking down twelve (12) loading
docks which leaves them forty-six (46); and adding 140 parking spaces. They are planning
on adding islands and parking for automobiles in order to take control of the parking area.
They are taking the roof off some of the loading docks area and making office space. They
are also proposing using porous pavement since they can't move the building and change the
grading since it has been there for 50 years.

Further, the are adding two (2) areas on with gloo square feet of grass; and one with 4800
square feet of grass. They will have a Maintenance Plan with signs and information on how
to maintain the property.
Mr. Houston had a few suggestions:
1. A Maintenance Plan is important. You will need a supplied and a high velocity
cleaner. Mr. Plante for his project on Revere Street, found a company that produces
high velocity pavement sweepers;
2. Soil survey — the applicant should do test pits; and
3. Issue with the Roof if the applicant is removing areas of the roof, and if there are
roof drains being removed, there needs to be recalculation done.
The Applicant is proposing more curb appeal and less tractor trailer traffic. They are the
home of RCN which is a warehouse for cable; was the home for EMS which will now be the
entrance to the building; and New England Electric was there but doesn't meet today's
delivery needs. They are looking for long term owners of this property with a long term
approach to utilize these buildings and be well received in Town. Further, if this is deemed a
minor modification, they do not feel that they need a technical review.
Acting Chairman Panico stated that he would like something in writing from the Fire Chief.
A motion was made by Mr. Panico and seconded by Mr. McCarthy that this is deemed a
minor modification. The Board requested the following conditions be applied to this,
including:
• Signage be added on the Maintenance Plan;
• Soil testing be done;
• Roof drains checked;
• A sweeper be obtained for the porous surface; and
• A letter from the Fire Chief should be obtained.
Item 2 has been Continued until June 19, 2019 -- 28 DRAPER LANE SOLAR
