Planning Boai°d Minutes July 17, 2019 Page 2 of 6 Next Item on the Agenda (3) 19c) BOLIVAR STREET (BOLIVAR POOL) - Site Plan Review Donald A. Rose, Senior Engineer for CHA, Design/Construction Solutions, introduced himself, and explained that the plan is to demolish l00% of the existing pool. They propose constructing a five (5) lane pool with water slide; a one —story, 2,240 square foot bathhouse building; splash pad area; beach entrance; gravel parking lot; an underground stormwater system; an infiltration trench; three (3) paved ADA parking spaces; forty (40) conventional parking spaces within a reconfigured gravel parking area; updating of the landscape plan; running overhead electric utilities; and new sewer lines which have been approved and reviewed by the Engineering Department and PSC. They are also requesting Waivers. Mr. Houston stated that Comment #28 - The vehicle used for turning simulation of a Canton fire truck. A sketch of the swept vehicle path should be provided. There is one (1) island there now, and that will be removed for fire access. The parking lot needs to remain gravel. There are a few sign changes; and a smaller infiltration system will decrease the construction costs and will provide environmental benefits. If the footprint of the subsurface infiltration facility were reduced to the point that it could be confirmed to the portion of the parking area above elevation 103, then the bottom of stone of the subsurface infiltration facility can be raised and a two (2) foot separation to seasonal high groundwater can be maintained. Maintaining a minimum two (2) foot separation allows recharge to be credited. Providing recharge establishes compliance with Standard 3 of the Stormwater Management Standards. Note that a smaller subsurface infiltration facility is also enabled by separately recharging roof water. A smaller infiltration system will lower the cost of the project, and due to the recommend - dations from the Town and PSC, the Board should send a favorable recommendation on this Application. All waivers and permits are acceptable and necessary for this project, especially since this is a seasonable pool. Ms. McDermott asked why there was no exterior lighting and only two (2) lights on the pool; she was also concerned with the life expectancy of the underground pipes. Mr. Rose explained that any other lights to be installed will be for security. In regard to the pipes: there is 400 feet of pipe and it will have 11/2" of cover. These pipes can erode from the water and sediment but PVC pipe will hold up to io years and since they are not changing the elevation, the pipe might last a little longer than that. Also, there will be no dumpsters and the trash receptacles will be picked up and managed by the Recreation Department. I)
