Traffic Committee Meeting Notes

IN ATTENDANCE:
Mark Porter
Ken Berkowitz
Frank Labollito
Kathy McCormack
Matt Isaacs
Charles Aspinwall

New Business/Citizen’s Concerns/Traffic Concern Forms
Paul & Lexington Streets
Barbara Reardon (town engineer) observed traffic for 4 hours for both speed and counting purposes.
She feels its important to force people into more of a stop. Some of the possibilities would be to narrow
it, use an island with a yield sign. They will look into funding sources. Barbara’s finding enclosed.
Cheryl Nickerson (citizen) feels that the barrels we placed are more dangerous and are a major problem.
She and other neighbors feel like we need a stop sign.
Lisa Bertone (citizen) added that another problem was people driving down the middle of the street and
we could maybe paint lines on the road.
A full stop sign, according to state law needs to have a traffic study done. The town will look into the
island, engineering, yield/stop signs, painting the lines, etc.

Pequit Street
Traffic concern forms: Citizen complaints about speeding, increased traffic, driving the wrong way,
etc. Chief Berkowitz – Feels like this will mostly straighten out now that Pleasant Street is open. They
have been doing extra enforcement in that area.
Dew Lane & Kings Road
Traffic concern forms: Complaints about how busy it is, RI plates mistaking it for an outlet (extension of
Kings Road). Two to Seven is the worst time of day. People feel like its really dangerous for children,
bike riding, etc. Would like to see a three way intersection. The police did spend some time there and
didn’t see a lot of problems. The town will also try to keep the intersection clear of tree branches, etc.

Wall Street Handicapped Sign Request
Traffic Concern Form: There are very few parking spaces and no striped lines. A signed handicapped
parking space is needed for a resident. Laura Smead will support looking into this, recognizing that this
is a narrow street and it may be difficult and we will go forward with scheduling a public meeting
(required). If no objection a handicapped parking space will be provided.

Legion Street
Traffic Concern Form: Residents on the street believe speeding and the lack of a crosswalk is a
dangerous condition. Ten out of 16 homes have children that live in them. They also have many
walkers using the street for the high school, etc. Officer Brian Wanless observed traffic and said most of
the drivers lived in the area. He thinks one or two SLOW CHILDREN signs would be helpful to remind
residents. He doesn’t know if a crosswalk would be a good idea because of the sight lines – may make
things worse.

Municipal Modernization Speed Setting
Town can now do their own speed limits instead of having to go the State for permission. After
discussion the committee voted 4 - 2 to put on Town meeting warrant, copy attached.

Greenlodge Street Parking
Resident who lives in the area and parks there wants to know if the town could do anything to expand
the parking area and make it easier to get permits – a plate reader so you didn’t have to have an actual
sticker because of cars being repaired, online ability, etc. Going to town hall when they were open can
be hard for some people.
Mark Porter said parking was free on the weekends. He also noted that quarterlies sell out really fast
but the town also had daily tickets available, that if your car is in for repair you can go to town hall and
straighten that out too. Mark will look into seeing if daily tickets, etc. could be added to the town’s
website. Parking on Greenlodge will eventually not happen as that bridge will be torn down by the
state.

480 Neponset Street
Traffic concern form – This is the Technical Park. Exiting the park is difficult and dangerous due to
speeding and traffic volume. 4 – 6 pm are the worst times. We will check into having some signs made
about being courteous to side street traffic.

Pine Street/Bailey Street
Traffic concern form – Resident feels like a stop sign is needed due to speeding, visibility concerns and
past accidents. The police have been down to look at this situation and they do not feel a stop sign is
necessary, however, they will increase enforcement in that area.

Sherman & Prospect
Concerns about children walking to the Luce. Need better signage and improved crosswalk – some of
the residents would like to have a flashing crosswalk. The town will review the list of crosswalks and will
look into installing flashing crosswalks at a later date.

Fencourt Speeding
Traffic Concern Form – Concerned about speeding down Fencourt Road with children going to school.
Would like to see some speed bumps. The police did go down to observe and it didn’t appear to be a
problem when they were there. The committee talked about speed bumps being noisy, plowing
problems, etc. We discussed the possibility of the town buying some portable ones that could be moved
around and picked up for the winter. The police will also increase enforcement in this area.

Safe Street Application
Laura Smead talked about a large grant that the town could apply for the Sherman/Angela/Pleasant
Street intersection worth approximately $1M. This would include a full set of lights and maybe even
some surrounding intersection work near the Luce. A copy is attached. This same grant would also
improve sidewalks as needed from Angela to Oak Road

1155 Randolph Street
This is a new home and the resident feels like he needs a new street light because it is difficult and
dangerous (blind driveway) for him to get out of his driveway. Mike Trotta will install a large mirror if he
buys one (he was happy with this) and they will keep the vegetation cut back and will look into a sign for
the blind driveway.

Sherman/Pleasant/Angela – Sight Lines
Residents were in attendance. The trees/bushes/fence are in the right of way. Most of this was already
there when people bought their homes. The town will continue working with neighbors and put more
pressure on the utility companies to move poles that are also in the way. These items cannot wait too
long because it is dangerous. This intersection will also be addressed through the Safe Streets
application.
Misc Items for Discussion
The town will be doing more enforcement in general at crosswalks and we have a grant for cross walk
safety. These are being reviewed.

Reviewing possibility of making a left turn only lane going into Canton High School.

Reviewing putting reflectors on all utility poles.

Approved meeting minutes form 6/18/18 and 9/12/18
