PLANNING BOARD MEETING
WEDNESDAY, JANUARY 8,2020
MEMORIAL HALL
801Washington Street
SalahMeeting Room
7:00 P.M.
In Attendance:Bob Panico (Acting Chairman), Tom Scully, David McCarthy, Kathy
Gibbs McCormack, Patricia McDermott;Laura Smead, Town Planner; Tom Houston, PSC
Bob Panico called the meeting to order at 7:01pm.
First on the agenda, Copperworks Lots 4 & 5 modification request.
(1)COPPERWORKS LOTS 4 & 5 (Modification Request)(Paul Schneider, Attorney;
Bernie Plante, Melton Associates; Lloyd Geisinger, Thorndike Development; David
Eastridge, Thorndike Development; Ken Staffier, VHB
Schneiders: Tom Houston raised 36 issues, and 24 of them are resolved. Of the remaining
issues, there a couple where the Fire Chief has to write a letter. Planning Board might send a
positive recommendations with some contingencies relating to Zoning Board, Conservation, and
the Fire Chief. There are three that have some clear resolutions. The last is an ADA requirement,
which is the law, so they need that for an occupancy permit. 36 are pretty much resolved.
Panico: There are several pending submittals.
Schnieders: Pending items have to resolved by other boards. #4 Planning Board waiver is
something the Planning Board has to address.
Houston: Item #2 is some information that needs to be submitted to the Conservation
Commission (100 year flood plain, etc.); Comment #3, if you compare the current
amended site plan with the prior approved site plan there is a slight increase in the area
altered within the 30 foot no touch buffer zone. However, if you compare the formerly
existing condition with the future condition there are measurable decreases in the no
disturb buffers. #4 we asked for a few things: pipe capacity calculations, etc. Within the
subdivision right of way reinforced concreate pipe is a subdivision standard. The
applicant has asked to use PCBE pipe in the private areas, which is something the
Planning Board has allowed in the past. #10 relates to soiltests. We are consistent in
asking applicants to do soil tests. We maintain that position here. There are test pits that
are close. VHB did a detailed analysis. They pretty much know what the soils are and the
groundwater table is. But we would still recommend additional 4 test pits before
