He further explained that they are proposing a looked parking lot; they have met with the Fire Department twice regarding fire access, and a gated emergency access. The building is proposed in the rear of the site, with the parking in the front. The Landscaping Plan and some plantings were discussed with the Audubon Society. This will be a typical floor plan; with proposed signage; and a detailed traffic plan which includes traffic counts (done in September); vehicle speeds; vehicle numbers; site distances; and the addition of adding signs which no longer exist for a school zone. Mr. Houston stated the Plans were well prepared and PSC has done an additional peer review which was submitted last week that still have a few outstanding issues, which include parking, drop off, and drainage issues. These issues could be resolved by the next meeting as long as PSC receives all materials by February 28th. Chairman Scully explained that the Board received the updated Plans late yesterday afternoon and it was his prerogative to put this matter on the Agenda for tonight. The Applicant is looking for waivers regarding drainage and we will have a more detailed meeting on March 4, 2020. Further, we are not Zoning and we make bad plans better. We review the site plan and send a recommendation to the Zoning Board of Appeals and they make the final decision. Thomas Theodore wanted to know if the Applicants will be present at that meeting. Meetings have been postponed and rescheduled at the last minute. He would like an opportunity for the abutters to speak and have their issues resolved. N
