First Item on the Agenda Q) Informational Presentation and Discussion on the
Specialized Code and ATM Articlegn (Jeri Wexler and Tom Birmingham, Chair of the
Energy Advisory Committee). Mr. Birmingham introduced himself and Jeri Wexler and
explain the Specialized Code which is Article 33 for TM2026, Energy has become increasingly
unaffordable. This Article will modernize and resolve redundancies in the Town's current
General Bylaws and accomplish the following:
• Increase energy efficiency in new buildings;
• Protect consumers by enhancing energy affordability and preventing costly future
retrofits; and
• Fulfill a requirement for Canton to become a Massachusetts Climate Leader
Community, unlocking $1M in state funding opportunities to the Town.
There are three (3) codes: Base (Step 1); Stretch Code (Step 2); and Specialized Code (Step 3).
We are currently on Step #2 which has been adopted by 301 communities. Article 33 would be
for Step 3 which has been adopted by 56 communities. This Specialized Code applies only to
new construction and does not apply to existing buildings, renovations, or additions. He
