FY 2025 MUNICIPAL GENERAL FUND OPERATING BUDGET REQUEST HIGHLIGHTS
Additions to Municipal Staffing:
• 1.0 FTE Central Maintenance Trades Position (likely an electrician)
• 1.0 FTE GIS Tech (cost split between General Fund (40%), Water (30%) and Sewer (30%)
2.0 FTE New Additions to Municipal Staffing = $109.6K (General Fund)
Increases to Hours / Position Change:
• Position Change: Executive Office Executive Assistant Assistant Town Administrator
• 5 hours (35 40) for Town Clerk
• 5 hours (35 40) for Assistant Town Clerk
• 5 hours (35 40) for Assistant Recreation Director
Position Change and 15 hours New Increases to Hours = $53.9K
These additions in FY 2025, with a cost of $163.5K, are expected to result in meaningful service
improvements within these departments.
As part of our transition to a Central Maintenance model with regard to municipal buildings,
rather than requesting additional funding for repairs and maintenance, a trades position is
being requested which will have the impact of proactively containing increases in expenses,
with work being done in house rather than with a contractor. Additional funds may still be
needed for this expense in the following years in order to improve stewardship over these 22
buildings, but not at this time.
As a reminder, most municipal building utility and repair & maintenance budgets were
“harvested” from their respective departments and moved to the Public Buildings (Central
Maintenance) department in the current fiscal year. All departments were supportive of this
move of $560K. $404K was related to utility costs, $11K for service contracts and only $145K
was related to repairs and maintenance.
Requests for support and information from the GIS department continue to grow from several
departments, necessitating the need to expand services available from this department.
Demands on the Town Clerks’ office continue to expand as a function of early voting and mail in
voting requirements. Also, an additional precinct was required to be added this year for in
person voting as a function of population. The increase in the frequency of special town
meetings and FOIA requests also increases demands on this department. Multiple annual
elections overlapping with special town meetings contributes to the increase in workload.
The substantial increase in resident participation in the Recreation department’s offerings, from
the Pool, Ice Rink, summer programs, as well as the expanding parks and fields maintenance
responsibilities requires an increase in management oversight.
