Diane Tynan, Director
Council on Aging
500 Pleasant Street
Canton, MA 02021
Dear Diane:
It has come to my attention that you are considering requesting funding for an emergency generator
through your capital budget appropriation. 1 wanted to offer my support for your request as I believe
the installation of a generator at the Council on Aging benefits the town as a whole and not just your
clients.
As the Fire Chief and Emergency Management Director, the Council on Aging building could be an
integral part of the town's emergency plan when extreme weather causes long term power outages. As
you know, extreme heat and winter storms wreak havoc with the power system and many of our
homebound residents are at risk during power outages. While I do not view the Council on Aging as a
long term shelter location (we utilize Canton High School for that), it would be a perfect location for
short term warming and cooling, as well as a location where residents could receive important
information and recharge electronic devices during an emergency.
The Canton Public Library has been utilized as a cooling center in the past and the addition of the
Council on Aging facility would increase our capacity to assist our most vulnerable residents in a time of
crisis. If 1 can be of any further assistance or offer any public support for your request, please do not
hesitate to ask.
Sincerely, t
,.-. /

FINANCIAL PLANNING
A key component of asset management is financial planning. SUEZ works with communities to help establish a payment structure to take care of the current needs of a tank asset and establishes
flat, known maintenance fees that become part of the annual budget. SUEZ has the flexibility to work with a community and work within budget constraints and limitations. We offer assistance
and consultation how to implement a plan so that it is affordable while reducing the overall life cycle costs of the assets. Proactive, preventive maintenance saves money in the long run.

Mr. Michael Trotta
Superintendent of Public Works

SUBJECT: FY21 Water Main Improvements Contract 2 Opinion of Probable
Construction Cost for Budgeting Purposes
Dear Mr. Trotta:
FY21 Water Main Improvements Contract 2 includes water main upgrades on Edward Street,
Barbara Road, Highland Street, Pond View Road, Pond Street, Hilisview Street and Autumn
Circle. As described in the 2018 Water Master Plan, these water improvements are needed to
improve fire flow at hydrants on these streets and nearby streets.
The water main work includes installation of approximately 8,600 feet of new 8-inch diameter
water main, new hydrants and 135 services. The improvements also include abandonment or
removal of approximately 8,600 feet of 6 and 8-inch unlined cast iron water main. Surtace
restoration work includes full-width pavement replacement with 2.5-inches of base course
pavement and 1.5-inch top course pavement. Sidewalks, curbs, driveways and grass areas will
be restored in-kind.
Based on the median unit prices for recent bids for Contract 1 (Elm /Dedham /Green Lodge
Streets) and quantities from the Contract 2 90% design plans, we have developed the following
Engineer's estimate of probable construction costs for FY21 Water Main Improvements Contract
2 as follows:
Item Contract 2
Water S stem Im rovements $ 2,108,000
Pavement $ 1,433,000
Subtotal $ 3,541,000
10% Contin enc $ 354,100
Police Details $ 96,000
Construction- hase En ineerin Services $ 350,000
Total $ 4,341,100
Pricing above assumes that Contract 2 construction duration will be 24 weeks of active
construction, utilizing one crew and with all work completed within one construction season.
