Exchange Migration The Town of Canton’s current messaging environment operates on Exchange Server 2019 and supports more than 250 active mailboxes. As part of its modernization strategy, these mailboxes will be migrated seamlessly to Exchange Online, providing users with a secure, scalable, and fully integrated Microsoft 365 platform. The Stonewall team will collaborate closely with the Town’s IT staff to begin the process with a comprehensive assessment of each mailbox, reviewing not only size and usage patterns but also forwarding rules, retention settings, and shared or delegated access that underpin daily operations. This baseline ensures that the migration plan is precise and tailored. The transition will proceed in controlled batches, minimizing disruption and ensuring continuity. Mailboxes will be moved with full fidelity including emails, calendars, contacts, tasks, and public folders while preserving folder structures, permissions, and delegate access. This guarantees a seamless user experience once in Exchange Online. As the migration nears completion, the Stonewall team will validate mail flow and apply critical security layers. This includes confirming transport rules, ensuring Barracuda spam filtering continues to function as intended, and updating DNS records such as MX, Autodiscover, SPF (Sender Policy Framework), and DKIM (Domain Keys Identified Mail) to direct mail securely and reliably into Microsoft 365. This final cutover will complete the transition, making on-premises Exchange servers unnecessary for production workloads. Post-migration, the Town will benefit from enhanced governance and compliance features built into Exchange Online. Archiving and retention policies will be configured to meet operational and regulatory requirements, with legal holds applied as necessary to support FOIA (Freedom of Information Act) obligations. Purview eDiscovery capabilities will be enabled for efficient search and retrieval of records. Security protections, including advanced anti-phishing, anti-spam, and mailbox auditing, will be applied to safeguard sensitive data. Alerts and reporting will be configured to give IT leadership greater visibility into risks and usage patterns. The Stonewall team will also provide guidance for user lifecycle management, ensuring that onboarding, offboarding, and mailbox conversion (e.g., to shared mailboxes for departed staff) are handled securely and consistently.

By modernizing Exchange in this way, the Town of Canton not only gains a reliable and resilient cloud-based messaging system but also lays the foundation for long-term compliance, records governance, and operational efficiency. SharePoint and OneDrive Migration Currently, the Town's information is distributed across departmental file shares and individual drives, While this arrangement has met basic storage requirements, it presents several challenges: remote access to files is limited, collaboration is hindered by the need to email multiple versions of documents, and there is no consistent governance to ensure sensitive data is secured or appropriately retired when obsolete. The proposed future state involves migrating departmental file shares to SharePoint Online and personal M: drives to OneDrive for Business, providing a robust platform where information is accessible from any location, version history is preserved automatically, and permissions can be managed with accuracy. A newly developed central Intranet will offer enhanced functionality for Departments, HR, IT, and Training sites, serving as a comprehensive communication hub and offering employees a unified source for Town-wide resources. For leadership, this transition reflects a cultural change from isolated network drives to a collaborative digital workplace. Staff will gain the ability to work together in real time on documents, securely share information with colleagues and approved external partners, and access files regardless of their physical location or device. : The Stonewall team will initiate the process by conducting a content assessment and mapping exercise. This effort will include cataloguing the existing 2TB of file shares, identifying active files, and distinguishing between departmental data intended for SharePoint and personal data designated for OneDrive for Business. Redundant or outdated files will be identified to prevent unnecessary migration. The transfer of data will utilize the SharePoint Migration Tool (SPMT), or, when more advanced permission mapping is required, a suitable third-party solution. Special attention will be paid to remediating broken links within Word documents, Excel workbooks, PDFs, and other interconnected files to maintain business-critical relationships throughout the migration: Furthermore, governance frameworks will be incorporated into the new environment from inception. The Stonewall team will define naming conventions, standardize permissions, and implement expiration controls to ensure SharePoint sites and OneDrive libraries remain well-organized, secure, and manageable into the future. Upon completion, this migration will not only relocate files but fundamentally enhance the Town’s approach to collaboration, accountability, and security through a connected Microsoft 365 eco system.

Teams Microsoft Teams is part of Microsoft 365 to provide a collaboration and communication platform. It is an interface to bring chat, meetings, calls, apps, and file sharing in one place. Key features include: e Chat & Messaging e Meeting & Video Conferencing e Collaboration e Integration of Third-Party Apps e Calling (Internet based calls between Teams users, PSTN based calls with additional license Note: Teams with a PSTN capability cost $17/User/Month. It can fully replace a traditional phone-based systems (PBX or Desktop Phones) Adoption and Migration Collaboration today within the Town is spread across Zoom and Teams. Microsoft Teams is actively used by the Board of Health and adopted in limited ways by other departments, while Zoom remains the platform of choice for webinars and large virtual gatherings. As part of the modernization strategy, the Town has an opportunity to unify collaboration tools, reduce duplication in licensing, and implement a governance framework that ensures consistency and security across departments. From a leadership perspective, expanding the use of Teams means moving toward a single, integrated collaboration platform where chat, meetings, file sharing, and departmental communication all live within Microsoft 365. This not only simplifies licensing decisions but also strengthens compliance, since Teams data benefits from the same retention and eDiscovery capabilities as Exchange and SharePoint. The Stonewall Team will initiate the process with usage and adoption planning. Workshops will be conducted with each department to determine whether Teams should become their primary collaboration tool. At the same time, the cost of retaining Zoom for webinars will be compared with the cost and benefits of moving entirely to Teams including the option of enabling Teams Live Events for large-scale meetings. Equally important is establishing a governance framework. This includes setting rules around who can create Teams, what naming conventions should be used, and how guest access should be managed. Lifecycle management policies will also be introduced so that inactive Teams are archived or removed, preventing long-term clutter and sprawl. On the technical side, Teams will be aligned directly with the SharePoint Online departmental sites being created through the file share migration. This ensures that when users collaborate in Teams, their files are

stored in secure, governed SharePoint libraries with retention and permissions policies consistently applied. Finally, to drive adoption, staff will be provided with training and guidance on how to use Teams effectively. This will include live workshops, quick reference materials, and ongoing support so employees feel confident transitioning away from siloed tools and embracing a ’ unified collaboration environment. Through this approach, the Town will move from a patchwork of collaboration solutions to a cohesive, governed platform that is secure, compliant, and positioned to grow with the organization s needs. The table below shows a comparison of features between Zoom and Teams. Power Platform Power Platform (Power Apps, Power Automate, Power BI, Power Pages, and Copilot Studio) provides a single low-code/no-code environment that enables organizations to digitize, automate, and visualize their business processes without heavy custom development. It reduces reliance on third-party tools and scattered spreadsheets by centralizing processes within a secure Microsoft ecosystem. Power Platform will assist in rapid app development and lowers IT costs compared to traditional development. Business users (citizen developers) can create solutions with minimal IT overhead. Integration with Microsoft 365, Dynamics, Azure, and 400+ connectors streamline data sharing. Power BI allows leaders to visualize trends, track KPIs, and make informed decisions. Dataverse provides a single source of truth, ensuring accuracy and consistency. Key Use Cases: 1. Helpdesk & IT Support Automation Employee Onboarding & Offboarding Leave Request Application Facilities & Asset Management Compliance & Audit Tracking Project Management & Approvals Dw Pwhd Backups It is acommon misconception that storing data in the cloud guarantees its security. Microsoft 365 data remain susceptible to several risks: e Accidental deletion Cyber threats such as ransomware Malware infections Data removal upon employee departure Misconfiguration of Archive/Retention Policies eee¢ee Therefore, backing up Microsoft 365 data is as crucial as safeguarding files on local computers or servers. As organizations increasingly rely on platforms such as SharePoint and Teams, protecting the essential information they contain becomes vital for business continuity. Even Microsoft acknowledges this necessity, offering their native backup solutions and collaborating with trusted partners including Veeam, Barracuda, and AvePoint, highlighting the significance of comprehensive data protection. In evaluating backup solutions, we prioritized five key criteria to ensure robust performance and reliability: e Automated Backups: Leading tools provide automatic backups, either in real-time or ona defined schedule, encompassing all Microsoft 365 applications to ensure complete coverage.
Source page 89
e Granular Recovery: Effective solutions enable rapid restoration of individual files,
emails, or folders, minimizing downtime without requiring widespread rollback.
e Ransomware Protection: Given the prevalence of cyberattacks, it is essential for
backup systems to offer immutable data storage and proactive detection of
anomalies indicative of ransomware activity.
e Flexible Storage: Organizations have varied compliance and scalability
requirements; advanced platforms support unlimited storage and customizable
retention policies to comply with regulations such as GDPR or HIPAA.
Secure Access Controls: Safeguarding backups is imperative. The most secure
solutions implement role-based access controls and detailed audit logs, always
ensuring visibility into data access.
