Contract 4 — Sherman, Sanford, Fuller
Opinion of Probable Construction Cost for Capital Request

Dear Mr. Trotta:

We have completed an Opinion of Probable Construction Cost (OPCC) for the Canton Contract
4 Water Main Project for Capital Appropriations. Contract 4 is partially from the 2023 Water
Master Plan, a 5-year capital improvement program (CIP) of water main improvements and a
recommended street, Sherman Street, to replace aging water mains with frequent break history
and/or that have outlived their estimated service life.

SCOPE OF WATER MAIN IMPROVEMENTS — CONTRACT 4

The next phase of improvements to the Canton Water Main Improvements program in Contract
4 includes water main replacement on Sherman Street (Beaumont to Pleasant), Sanford Street

in its entirety, and Fuller Street in its entirety.

Surface restoration shall be temporary and permanent trench repairs with sidewalks, curbs,
driveways and grass areas restored in-kind on all streets.

CAPITAL BUDGET ESTIMATE

We have developed the following Engineer's opinion of probable capital costs (OPCC) for FY25
Water Main Improvements Contract 4 based on the median unit prices for recent bids for
Contract 3 and early preliminary estimated quantities. A 10% contingency is included. We have
assumed a construction duration of 24 weeks of active construction, utilizing one mainline crew
and one service crew.

Contract 4 will consist of approximately 8,500 feet of aging water main replacements and
improvements to fire flow. This project also includes pavement overlay curb to curb. The
Contract 4 water main improvements consist of:

SUBJECT: Sewer Capital Improvement Plan (CIP) - 2024 Update
eG Chris Sykes, Kelsey Quinlan, Town of Canton

Kristen Ryan, Kleinfelder

Starting with the recommended phased rehabilitation plan proposed in the 2023 Sewer Asset
Management Plan (AMP), Kleinfelder revised and updated the 5-year Sewer Capital Improvement Plan
(CIP) for the continuation of inspection and rehabilitation of the system. These efforts include continuing
the sewer rehabilitation/replacement projects, CCTV inspections (Contractor conducted), routine CCTV
audits, as needed, and Asset Management Planning updates. Additionally, The Town is underway with an
SRF-Funded Asset Management Grant to inventory and evaluate the condition of the six (6) sewer pump
stations that the Town owns and operates; an estimated cost for repair and rehabilitation is included as a
line item to be carried forward in the Sewer CIP but will be verified upon findings of the sewer pump
station evaluation effort. The CIP also include two permit driven efforts: development of an Operations &
Maintenance (O&M) Plan and a Climate Resiliency Study for the system. Finally, Kleinfelder recommends
including post-rehabilitation subarea flow metering as a way to monitor and measure the success of the
rehabilitation efforts related to I/] removal as well as flow isolation to more accurately determine pipes
with high infiltration in potential rehabilitation areas.

The updated 5-year CIP for the Town’s Sewer System considers updated unit and engineering costs
learned through the Phase 1 (Year 0) work that the Town just completed in Sub-Areas 27 and 7. The 2024
Update of the 5-Year Sewer CIP is shown in Table 1, which is a revised version of Table 9 of the 2023 AMP.
Table 2 shows the proposed schedule for Phases II through VI. Depending upon construction and market
conditions, the actual pace of rehabilitation work able to be completed each year can vary but it is
generally expected that the work will follow this proposed schedule.

MWRA FUNDING

The Massachusetts Water Resources Authority (MWRA) |/I Local Financial Assistance Program continues
to provide funding for Canton as a member community. This funding is specifically available for |/I related
work including engineering and construction and is available in the form of grants (up to 75%) and zero
interest loans. Canton has already used its Phase 9 and 10 funding for Phase | of the sewer rehabilitation
work. Canton continues to be eligible for funding for the remaining phases, as shown in Table 3 below.
Since the 2023 AMP Update, MWRA has added a Phase 15 — Loan Only funding allocation for Canton as
noted in Table 3. Based upon the 2024 Updated CIP estimates and the Phase 15 funding allocation, the
Town could rely on MWRA funds through Phase Ill of the proposed I/I work (as noted in Table 1).
Kleinfelder will continue to work with MWRA to understand the availability of funds for I/I related work
beyond the phases shown here.

PROJECT / EQUIPMENT TITLE:

Satellite Well at the Moran Water Treatment Facility (PWTP) - Phase I

TOTAL PROJECT / EQUIPMENT COST (must be at least $5,000):
$125,000

DESCRIPTION:

Initial investigation and design to add a Satellite Water Well at PWTP.

PURPOSE AND JUSTIFICATION:

Wells 11, 12, 14 provide source water to the PWTP. Over the past 20 years the wells have
yielded sufficient water amounts to ensure PWTP was operated at capacity. Well 11 has
begun to see its capacity decline and in need of more frequent cleaning. Well 14 is plagued by
plugging and at times needs to be shut off. As such it is appropriated to consider installing a
satellite well at PWTP. The project will be completed in 2 phases; Phase I initial site
investigation and design - $125,000, Phase 2 construction - estimated $350,000.

Re: New Well at Pecunit Site

Dear Mr. Trotta:

Bristol Engineering Advisors, Inc. (Bristol) is pleased to present you with this brief scope and
estimated project cost to add a satellite well at the Pecunit station. Wells 11 and 12 were
installed in 2004 to replace Well No. 4, which had failed due to corrosion of the well

screen. Over the past 20 years, the wells have yielded sufficient water to ensure the Pecunit
WTF was operated at capacity. In 2009, Well No. 14 was installed to provide redundant
capacity, but has, however, been plagued by high levels of iron and frequent plugging.

Well No. 11 has recently seen its capacity decline and cleanings have become more

frequent. As such, it is appropriate to consider the installation of a satellite well to restore lost
capacity. The process involves the advancement of three exploratory borings, followed by the
design, permitting and construction of a public water supply well that will tie into the existing
infrastructure at the site. The project can be completed in two phases, with initial investigation
and design in Phase 1, and construction and construction administration in Phase 2.

e Total estimated Phase 1 costs: $125,000.00
e Total estimated Phase 2 costs: $350,000.00

TOTAL PROJECT / EQUIPMENT COST (must be at least $5,000):
$35,000 (Water Enterprise Share)

DESCRIPTION:
The Town of Canton is looking to upgrade its Asset Management System (AMS) , Cityworks to
the latest version. This upgrade requires all integrated software to be upgraded and a new
site to be created. Active Reports templates will be built to enable digital reporting for the
Neponset Water Treatment Plant reports within the Cityworks Asset Management System.

PURPOSE AND JUSTIFICATION:

The Public Works Department manages its workload, regulatory inspections, personnel, and
record keeping through its Asset Management System, Cityworks. This program has been
invested in the past 6 years to support operation, construction and maintenance of the Town's
infrastructure. The latest upgrade requires software - specific upgrading experience to ensure
the integral AMS does not experience downtime. Additionally, incorporating digital reporting
templates within the existing AMS will benefit the Water Treatment and Distribution divisions.
It will reduce time and efforts by staff and assist in meeting EPA and DEP regulatory
reporting requirements.
