Capital requests will be separated into two groups — cash capital and debt capital. Cash capital applies to smaller capital requests (at least $5,000) such as vehicles, technology or departmental equipment with a useful life of at least three years. Debt

ee capital pertains to larger capital items (at least $50,000) with a useful life of at least five years. 1. Form A, found, as an Excel attachment here, and on the Shared “S” drive, shows each department's last version of capital requests for fiscal 2027 through 2030, which have been balanced to the amount available for each year. Included are deferred requests that did not make last year’s balanced 5- Year Plan. Fiscal 2031 is blank and should be filled in as appropriate. NEW - PLEASE NOTE: The Capital Planning Committee (CPC) has already met this year in advance of the start of the Capital Budget process. They have shared with me that they need everyone's assistance with this process if it is to run more smoothly and on time. Specifically, they have the following basic requirements regarding the Form A that you will be submitting by November 3%, 1) Form A should always match what is submitted in your Form B’s. Hint: Complete your Form B’s first then ensure you have updated your Form A to match. 2) lf you have a new capital request for FY 27 that was not in your prior Form A (the version you are receiving with this email), then it must be represented as a NEW project in your Form B. Please review your department’s Form A to: add any new capital needs; confirm that each of the listed capital requests should still be included; ensure requests are appearing in the appropriate fiscal year; and that the estimated costs continue to be realistic. Please return your department's updated Form A to my office by November 3, 2025. To more easily locate your municipal department's current capital plan, please refer to the index in the first tab of the Form A’s, labeled “Index”. NEW Form B. In an effort to streamline the Capital review process, a new fillable Form B has been created as a PDF. Form B should be completed for each of your department’s fiscal 2027 capital requests. This form is also attached to this email. Please note that all fields in the Form are now required. Completion of this form requires you to provide sufficient supporting detail for elected officials, adminitrators, the Capital Planning Committee and the Finance Committee to evaluate the merits of your capital requests. NEW - PLEASE NOTE: Again, if a requested project is not in last year’s Form A, then it must be represented as a “New” project in the drop down menu. Spending requests which are characterized as “Unplanned” must contain clear explanation as to why they were not, or could not have been, planned. In order to better understand the cost of each project, you must discuss any contingency amount added to your request and why. In the last field of this Form, additional information regarding the consideration of Hybrid or Electric vehicles is required in your request. To assist the Capital Planning Committee with preparing the discussions of capital requests for the Annual Town Meeting warrant, please submit/email all Form B’s electronically in the PDF fillable form to the Finance Department.

eel Please ensure that all fiscal 2027 capital requests (rounded to nearest thousand) are accompanied by updated and realistic forward looking cost estimates. If your department has more than one capital request for fiscal 2027 please number them in rank order of priority in Form B. Form B, along with Form A, are attached to this email and also available on the “S” drive in the sub-folder named "CPC" The Excel workbook is named “FORM A — FISCAL 2027 CPC.XLSX” and the PDF file is named “FORM B ~ FISCAL 2027 CPC.PDF” 3. CPA: At this time the deadline of August 15, 2025, for Community Preservation Committee pre-applications has passed for the FY ’27 budget cycle. However the deadline for final applications is October 10, 2025. Please find the full CPA application form attached along with the CPA Application Process memo. For departments under the jurisdiction of the Select Board, the Board and Administration will review those departments’ capital requests. The School Committee and Administration will undertake their process’ to arrive at their approved plans, which should be forwarded to the Finance Dept. by the last week of December to submit to the CPC by December 31°. The attached CAPITAL CAPACITY PLANNED USE sheet outlines the Town’s projected capital capacity for fiscal years 2027 through 2031 assuming the capital plan is fully funded. Once cash reserves are certified by the DOR, we may or may not utilize some of those funds to supplement the fiscal 2027 capital plans. In addition, please find the Draft Fiscal 2027 Budget Timeline document that has been summarized in a one page Budget Milestone Calendar for easy reference. If anyone is aware of dates that should be changed, just let me know and I'll update. Please let me know if you have any questions or concerns regarding these matters. WRS Attachments

Town of Canton Community Preservation Committee CPA Application Process FY27 The application process for the next round of Community Preservation Act (CPA) funding is now open! The instructions that follow explain the two-stage application process that project proponents must follow in order to have their proposal considered by the Canton Community Preservation Committee (CCPC) as well as the additional steps that go into reviewing, recommending and funding CPA projects. If you have any questions about the process or about whether a project you are considering might be eligible, please contact the CPA Administrator at ccpc@town.canton.maus. If you would like a general CPA overview, helpful information and technical assistance articles can be found at www.communitypreservation.org. STEP 1: CPA PRE-APPLICATION The preliminaty application form will introduce your proposal to the CCPC and will allow the Committee to determine the project's eligibility. Beyond the question of whether a project is eligible for funding under the CPA statute, the details provided in the pre-application allow the CCPC to offer feedback/guidance and to assign a project liaison in advance of completing the full CPA application. Pre-Applications should be e-mailed by the close of business on Friday, August, 15, 2025 to: CC pc@town.canton.ma.us The CCPC will respond within 10 business days to all applicants who submit the preliminary application by the deadline noted above with a finding as to project eligibility. STEP 2: CPA FULL APPLICATION Upon receipt of acknowledgment of project eligibility (as determined through the pre-application process), project proponents should complete the full application for CPA funding. Full Applications should be e-mailed by the close of business on Friday, October 10, 2025 to: cpc(@town.canton.ma.us In rate circumstances and at its discretion, the CCPC may vote to extend the deadline due to special circumstances or for compelling reasons. STEP 3: CCPC REVIEW PROCESS The CCPC will review applications submitted by the deadline to determine if they are: 1. Supported by the property owner/controlling authority (as appropriate) Page 1 of 2
Source page 212
2. Consistent with the goals set forth in the most recent version of the Community Preservation Plan. 3. Sufficiently developed in terms of their work plan and budget, and ate ripe for consideration for the coming fiscal year; and 4. Supported by the community as evidenced by co-sponsorship or letters of support. The CCPC will schedule public meetings to discuss each proposal in an open forum with applicants. These meetings ate typically held in December each year. These discussions may lead to the need for additional information or proposal revisions. The CCPC must vote to recommend proposals before they can be placed on the Annual Town Meeting watrant. STEP 4; CCPC RECOMMENDATIONS The CCPC must vote to recommend proposals before they can be placed on the Annual Town Meeting warrant. The Committee may recommend projects for approval as presented or may include detailed scopes, conditions or other specifications, as appropriate, to ensure compliance with the CPA statute. A favorable vote may also include modifications to the proposed project; partial funding or phasing provisions. STEP 5: TOWN MEETING VOTE The CCPC will present its recommendations to Annual Town Meeting for discussion and vote. Town Meeting has the final authority to award funds from Canton’s Community Preservation Fund. Town Meeting can approve, reduce, or reject recommended amounts for a project. A simple majority vote is required to approve funding; a two-thirds vote is required for borrowing. STEP 6; PROJECT EXECUTION Funds for approved projects will be available July 1, the start of next fiscal year, and are subject to conditions or procedutes established by the CCPC. CPA monies are public funds raised from dedicated Canton tax revenues and from State subsidies to the Town. Projects financed with CPA funds and carried out on public property or by a public entity must comply with all applicable State and municipal requirements, including the State Procurement law, which requires special procedures for the selection of products, vendors, services and consultants. Invoices for work completed or for funds allocated to grantees on approved projects should be submitted to the CCPC. For more information visit www.town.canton.ma.us/CCPC/CCPC.htm Page 2 of 2

PRATT (781) 575-6605 ASSISTANT TOWN ACCOUNTANT cpratt@town.canton.ma.us (781) 821-5011 MEMORANDUM To: | Town of Canton Select Board From: Randy Scollins, Finance Director W/ES Date: November 25, 2025 RE: FY 2027 MUNICIPAL CAPITAL REQUESTS At your December 2"4 and 16" Select Board Meetings Municipal department heads will be providing a brief overview of their FY 2027 Capital Requests. Attached is a one page summary of those requests. General Fund requests total $6.92 million. We have identified $4.95 million in funding sources including annual cash ($1.12 million) and debt ($1.55 million) capital allocations plus other available funding ($2.28 million) from other funding sources. At this point in the process this leaves an unfunded balance of $1.97 million. It is possible that the next round of funding for the listed Library Interior project could be reduced by ~$1 million as that project continues to be refined. At this time no “Free Cash’ funding has been identified to support these requests. Department heads will review their requests with the Capital Planning Committee (CPC) over January, February and March of 2026, at which point the CPC will present their recommendations to the Finance Committee. We will circle back with the Select Board in late February or early March to request your recommendations, which will also be shared with CPC and Fincom. The $2.28 million in other funding sources includes $1.81 million in debt financing through the Ambulance Receipts fund, $217 thousand in transfers from two Police capital projects no longer required, and $250 thousand from this year’s Senior Center HVAC replacement project due to that amount being recently awarded from a State Energy Resources grant and therefore freeing up that amount in that project’s capital budget. Please see these funding sources associated with respective projects highlighted in blue in the attachment. Five Water Enterprise capital requests total $5.57 million and are supported with a mix of debt ($3.9 million), retained earnings ($819 thousand) and $841 thousand in PFAS settlement funds already received, and most likely a zero percent interest loan from MWRA on the Lead Service Line project.

Three Sewer Enterprise capital requests total $852.5 thousand and are supported with a mix of debt ($347.5 thousand) and retained earnings ($505 thousand). Three Storm Water Enterprise capital requests total $884.5 thousand and are supported with a mix of debt ($784.5 thousand) and retained earnings ($100 thousand). Please advise if any questions at this point in the Capital Budget process.
