TOWN OF CANTON FORM B - FISCAL 2024 CAPITAL PROJECT / EQUIPMENT REQUEST DEPARTMENT: SUBMITTED BY: Canton Police Department Helena Rafferty PROJECT / EQUIPMENT TITLE: Appliances/Renovations TOTAL PROJECT / EQUIPMENT COST (must be at least $5,000): 50,000 DESCRIPTION: Designated Kitchenette & Eating Area for Personnel. Electrical, Plumbing, Carpentry Labor & Supplies PURPOSE AND JUSTIFICATION: Then men and women of the Canton Police Department do not have a stove or designated eating area out of the public view. They oftentimes work 16 hour shifts and do not have the ability to make heaithy meals for themselves. They often end up eating take out items which certainly is not healthy. Area departments have had incidents of establishments spitting in coffee/food of officers. Although last on the list of capital requests, this is a very important one for me. All aspects of officer weliness are critically important to me, to include physical and mental. Much of the control room at the Canton Police Department will need to be redesigned in coming years for safety purposes. So, this project would help to start us down that road and also let the men and women of this department know they matter. PROJECT / EQUIPMENT TITLE:
New HVAC System for Lower Memorial Hall
TOTAL PROJECT / EQUIPMENT COST (must be at least $5,000):
$111,000
DESCRIPTION:
Remove the existing HVAC system at Memorial Hall and replace with an electric heat pump.
PURPOSE AND JUSTIFICATION:
The HVAC system for the lower level of the hall is 21 years old. The average life of a system is
12 - 15 years. We are very diligent on PM, cleaning, and greasing our units so they have
survived. This summer the fan motor imploded and luckily only scarfed the aluminum coils,
we were able to retrofit another fan motor and blade as the original equipment is no longer
available. The refrigerant in the new system will be R-410 which is NOT compatible with the
existing R-22, so everything needs to be replaced, pipes and all. We are proposing an electric
heat pump with low temperature capability.

Dear Jane,
The Town of Canton is happy to provide you with the following project narrative for the Green
Communities Competitive Grant program for your consideration. Canton was designated as a Green
Community in December 2017. We have subsequently successfully used our designation grant funding,
one round of competitive grant funding, as well as considerable Town capital funding toward energy
efficiency projects. We are proposing to apply for $ I 10,814.00 in competitive grant funding this year
towards this project: The project is described below.

PURPOSE AND JUSTIFICATION:
This request is for a new pick-up to be added to the Public Works fleet. The Property
Maintenance Division has experienced increase demands in its daily routine managing the 19
buildings and associated landscape under its care. They are often short a truck to move men
and material and are forced to delay jobs waiting for a loaner from another Public Works

trails at Pequitside Farm. They currently use a small farm tractor. This vehicle is proving
inefficient to meet the needs of emptying trash barrels, picking up loose debris, carrying
repair material, tools. The Kubota RTV has a dump body to hold material and tools and a

PROJECT / EQUIPMENT TITLE:
Fire / CO alarms for Parks/Rec Garage 87 Pine street
TOTAL PROJECT / EQUIPMENT COST (must be at least $5,000):
TBD
DESCRIPTION:
Install fire alarms, heat detectors, CO detectors in the offices and open garage area of 87 Pine
street. These will be tied into the town's central alarm system
PURPOSE AND JUSTIFICATION:
This was suggested by the building study report. This building has none of the required safety
features that this project supplies. If there ever was a fire it would be well advanced before it
was ever reported or the before arrival of the Fire department personnel. With vehicles
parked or running within the garage there is always CO emissions being given off with
personnel inside with the vehicles. The safety of personnel and the saving of equipment
should far outweigh the expense not to mention the practicality of this project. This is one of a
few town owned building that does not have this safety feature.

PRO3ECT / EQUIPMENT TITLE:
Engineering design for a Variable Refrigerant Flow (VRF) HVAC system for the Senior Center
TOTAL PROJECT / EQUIPMENT COST (must be at least $5,000):
$26,000
DESCRIPTION:
Design a VRF HVAC system to replace the existing York/ Johnson Control system that supplies
the main building including make up air system, resizing of duct work if needed, applying for
green energy credits.
PURPOSE AND JUSTIFICATION:
The Senior Center HVAC has had numerous failures in both heating and cooling the building.
The varied simultaneous activities such as dance class, table games, chat meetings, office
space needs tax the controls as the system cannot heat one room, cool another. The system
is either on cool or heat treating the demand as one need. The VFR will give each area its own
customizable thermostat independent of the surrounding area allowing more energy
efficiency. Reduce the cost of heating or cooling those areas not in use.

DESIGN PROPOSAL
Steven Choiniere
Town of Canton, MA
Reference: Canton Senior Center HVAC Evaluation and Design
Date: 10/31/2022
Dear Steven,
We are pleased to offer this proposal to provide design services for the above-mentioned project based
on our recent correspondence and documents provided. Our understanding is that the existing HVAC
system operation and control has been problematic, and the system has apparent capacity issues. It is
desired to upgrade or replace to provide dependability, proper temperature control and improve
operational efficiency.
The proposed scope for this project includes a review of existing HVAC system design and installation to
identify the extent of existing operational issues and make recommendations to replace or upgrade.
Based on our review, we intend to identify and propose available upgrade options including the
consideration of incorporating a variable refrigerant flow (ductless VRF) system. From there, the
recommended / approved scope of work will proceed to design and construction.
Proposed Engineering Scope and Deliverables:
1. Review existing HVAC system design and document actual installed conditions
2. Provide all required site work to document existing conditions.
3. Identify options to upgrade or replace existing HVAC systems and review with client, including
the potential for VRF.
4. Evaluate make up air and exhaust requirements for occupancy ventilation, kitchen hoods, toilet
exhaust, etc. and incorporate heat recovery into the design to maximize energy savings (utilizing
ERV technology).
5. (2) in person meetings and additional teleconference meetings (as required) with client to
review options and establish the approved design scope of work for design & construction.
6. Mechanical Engineering & Design
